The Air Force Civilian Service (AFCS) is looking for full time Acquisition Program Management Specialist (Nuclear Operations Specialist / NH-1101-04) to work at the Pentagon in Arlington, VA. Member will assess and approve major reports or policies for internal and external distribution (AF Posture testimony; Nuclear Posture Review; Internal and external reviews; Congressional reports, etc). Build and maintain customer alliances at senior levels with MAJCOM, OSW, Air Staff, Program Office, Industry and Congressional partners. Provide advisory services and expert consultation to high-level nuclear enterprise teams and recurring fora (e.g., Nuclear Weapons Council, NC3 Enterprise Review, Defense Management Action Group, etc). Qualifications: US citizenship is required. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints to include the Planning, Programming, Budgeting, and Execution (PPBE) System and working with Congress. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
