AIM Technical Group (AIM) is seeking an experienced Program Manager to lead a high-profile federal application modernization effort. You will oversee a cross-functional team of engineers and developers, driving the transition from a legacy .NET framework to a modern Azure cloud architecture. This role requires a blend of strategic leadership, strict Agile/Scrum adherence, and high-quality technical reporting.
Key Responsibilities:
- Contract Execution: Serve as the primary point of contact for the government client, ensuring all deliverables (technical, administrative, and security) are met on time and within scope .
- Agile Leadership: Manage the project using Agile/Scrum methodologies. Facilitate or oversee all scrum ceremonies (Sprint Planning, Daily Stand-ups, Sprint Reviews, Retrospectives) to ensure rapid feature delivery.
- Technical Reporting: Produce professional-quality technical documentation, including project plans, Work Breakdown Structures (WBS), risk registers, and technical white papers.
- Resource Management: Coordinate a remote team of 10 technical staff, ensuring key personnel availability for client meetings and strictly managing staffing changes/substitutions.
- Risk & Quality: Maintain a comprehensive Risk Register and Quality Assurance Surveillance Plan (QASP), proactively identifying blockers in cloud migration or legacy bridge development.
Mandatory Qualifications:
- Education: Bachelor’s degree in Business Administration, Computer Science, or Engineering from an accredited university.
- Experience: Minimum of 5 years of verifiable experience leading and managing application development and application modernization projects of similar scope and complexity.
- Citizenship: Must be a U.S. Citizen (no dual citizenship) to be eligible for a Public Trust Security Clearance.
Preferred Skills:
- PMP or CSM certification.
- Experience with federal agency "Risk-Based Services" or case management models.
