Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FOR 0511 Auditor (Performance):

BASIC QUALIFICATION REQUIREMENTS:

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Note: All applicants MUST submit transcripts as verification of educational requirement OR a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement. In addition to meeting the basic qualification requirements of the 0511 series, you must also meet the experience listed below:

Minimum Qualifications for GS-11:

1. Three years of progressively higher-level, directly related graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree;
OR
2. One year of specialized experience equivalent to at least GS-9 in the Federal Service performing all of the following: 1) Applying appropriate qualitative and quantitative analytical techniques and tools to a variety of assignments; AND 2) Identifying, analyzing, and researching accounting and auditing issues.
OR
3. A combination of education and experience, as listed above.

Note: If using education to qualify, transcripts are required at the time of application.

Minimum Qualifications for GS-12:

One year of specialized experience equivalent to at least a GS-11 in the Federal Service performing all of the following:
  1. Planning and performing audit assignments;
  2. Developing recommendations for corrective action or improving operational efficiency/effectiveness; AND
  3. Preparing audit work papers or reference documents.
There is no substitution of education for experience at this level.

Responsibilities:

This position is with the Office of Inspector General, AIG for Audits, Inspections, and Evaluations. This office is responsible for supervising, coordinating, and conducting audits, inspections, and evaluations relating to Department of the Interior (DOI) programs and operations, including, but not limited to, waste, abuse, and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI. As an Auditor (Performance) you will perform assignments as part of complex performance audits, inspections, and evaluations of DOI programs and operations. Your work encompasses matters important to Indian and Native American communities and natural resources, land, and wildlife management.

Major duties include:
  • Perform complex audits, inspections and evaluations of major programs and operations for efficiency and effectiveness in meeting their intended objectives. This includes thoroughly studying and assessing all related policies, activities, procedures, resources, and systems that may intersect different functional areas; assisting in the development of assignment plans; and conducting work in accordance with Generally Accepted Government Auditing Standards (GAGAS) or Council of the Inspectors General on Integrity and Efficiency (CIGIE) Standards for Inspection and Evaluation.
  • Research business, financial, and management practices for application to the assignment; interview agency personnel, evaluate compliance with criteria, and determine the relative significance of conclusion reached; assure that work performed, evidence collected, and methodology used sufficiently supports conclusions reached based on best practices or other rationales that contribute to positive program results; and assist in developing practical recommendations for corrective action and improvements.
  • Prepare written summaries of work performed, analyses completed, and conclusions reached; develop briefing materials designed to resolve operational problems and achieve maximum effectiveness and efficiency in programs under review; and ensure the accuracy, completeness, and readability of report language for diverse audiences.
  • Participate in meetings with team members, team lead, and internal management officials; and meet with team members and/or internal management officials to brief work performed and explain significance of conclusions.
