What are the responsibilities and job description for the PROTOCOL SPECIALIST-DIRECT HIRE AUTHORITY position at AF Test Center?

The primary purpose of this position is to plan, manage, coordinate, advise, execute, and train on matters pertaining to protocol for a tenant wing.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year (52 weeks) of specialized experience at the next lower broadband GS-11, or equivalent in other pay systems. Specialized experience is experience as a Protocol Specialist that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of, and ability to successfully apply military protocol, etiquette manuals and guides, USAF and Command policies, regulations, agency policy, practices and procedures to organize and oversee protocol events.
2. Knowledge of, and ability to successfully apply standard protocol courtesies to be accorded to distinguished visitors primarily from the United States and within the Department of Defense.
3. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds and Operations and Maintenance Funds (O&M) and skill in applying basic resource, budget and funds management.
4. Knowledge of organizational components and functions located throughout the agency.
5. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations and use various office automation software such as Word, Excel, and PowerPoint.
6. Ability to communicate clearly and effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Responsibilities:
- Provides policy and procedural guidance for the Commander, Deputy Commander, Executive Director, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies conferences, official meetings, briefings, social functions, and special projects. Arranges, provides supervision, and coordinate visits, agendas, briefings, and tours.
- Serves as protocol advisor to the 96th Test Wing and Team Eglin Commanders (incorporated in host-tenant organizations), staff, and functional installation-level points of contact. Plans, designs, arranges, and provides protocol briefings and advises the host installation commander on a wide variety of formal and informal ceremonies, meetings, receptions, visits, observations, and special projects.
- Prepares and updates presentation, protocol briefings/reports, correspondence and performs special projects. Performs data collections and ensures recurring and one-time reports are thorough and accurate.
