The primary purpose of this position, Supervisory Air Traffic Control Specialist (Terminal), GS-2152-13, is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory civilian employees assigned to the Eglin Radar Control Facility (ERCF) for the 96th Operations Support Squadron.

Qualifications:

-Ability to work effectively both independently and as part of a team in a high tempo operational environment.
-A minimum of 10 years air traffic control radar experience is highly desired.
-Experience in the air traffic control career field within the last 3 years is highly desired.
-Previous experience at the Eglin Radar Control Facility (ERCF) within the last 10 years is highly desired.
-Previous supervisory or leadership experience in an air traffic control environment is highly desired.
-Experience operating in complex or high-density airspace, including special use airspace or mission driven operations, is highly desired.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirement (IOR): 2152 - Air Traffic Control Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-12, or equivalent in other pay system. Specialized experience is issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires: Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; Skill to coordinate plans and actions with pilots and other controllers; and Judgment to select and take the safest and most effective course of action from among several available choices.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, rules, regulations, and procedures governing the movement of air traffic.
2. Knowledge of Terminal Air Traffic Control (ATC) procedures, including tower and radar procedures.
3. Knowledge of the functional/operational limitations of all ATC equipment, as well as approach lighting, airfield lighting, weather instructions, navigational aids (NAVAIDS), remote status indicators, arresting systems, landlines, and any other equipment pertaining to ATC services.
4. Knowledge of weather phenomena and localized efforts.
5. Ability to make rapid and precise judgments in a real-time work situation, remain calm under conditions that are stressful, coordinate many different processes at once, adjust rapidly to changes in the traffic pattern and tempo or work activity.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Information:
This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382), Involuntary Separation for Retirement; 5 USC 8335(a) and 8425 (a), Mandatory Separation; 5 USC 8336(e) and 8412(e), Immediate Retirement; 5 USC 8339(e) and 8415(d), Computation of annuity.

This is a Key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are unavailable.

At least 5 years ATC radar controller experience is highly desired.

At least 10 years of ATC experience and experience in the ATC career field within the last 3 years is highly desired.

Bachelors degree in Aerospace or Military Function is required. Masters degree is highly desired.

Responsibilities:

-Plan, organize, and direct the activities of civilian Air Traffic Control Specialists, ensuring that the Eglin Radar Control Facility (ERCF) complies with legal and regulatory requirements and meets customer needs.
-Exercise supervisory personnel management responsibilities.
-Represent the Eglin Radar Control Facility (ERCF) with a variety of installation and functional area organizations.
-Direct aircraft movement.
-Operate communication and display equipment and provide emergency assistance to aircraft.
