The primary purpose of this PROGRAM SPECIALIST NH-0301-02 position is to serve as a project manager for a multitude of training programs.
Basic Experience: Applicant must have, or within 120 days of the closing date of this announcement will have, 3 years general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc.). General experience is described as: Assisting with performing studies, analyzing data, preparing plans, reports, agreements, tracking action items, monitoring support effectiveness with respect to program management, determining appropriate recommendations for unresolved or questionable problems, and providing briefings to management when necessary. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have successfully completed a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
This is an AcqDemo position NH-02 and is equivalent to a GS-05 to GS-11.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

You will receive credit for all qualifying experience, including volunteer experience.

- Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
- Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
- Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as
related to organizational issues.

Responsibilities:
- Develops plans, schedules, and trains all employees.
- Plans, organizes, and oversees the activities of the organization, ensuring that manpower, personnel, force development/education and training related operations comply with legal and regulatory requirements and meet customer needs.
- Participates in special manpower, personnel, force development/education and training related operation projects and initiatives and performs special assignments.
- Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships.
- Establishes review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved.
Salary : $40,736
