Job Summary
We are seeking a highly analytical and detail-oriented Proposal Pricing Analyst with a strong background in government contracting. The ideal candidate will be responsible for developing, analyzing, and finalizing competitive and compliant cost proposals for federal government contracts. This role requires a deep understanding of the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and various contract types, including FFP, CPFF, T&M, and others. The analyst will work closely with cross-functional teams, including Business Development, Capture Managers, Program Management, and Contracts, to ensure pricing strategies align with company goals and customer requirements.
Key Responsibilities
- Lead the development of comprehensive and compliant cost/price proposals in response to federal government solicitations (RFPs, RFQs).
- Interpret solicitation requirements (Sections B, L, M) and prepare all required cost and business volumes, including detailed cost models, pricing narratives, and supporting schedules.
- Perform detailed financial and competitive analyses to develop a data-driven “price-to-win” strategy, ensuring both profitability and sustained market competitiveness.
- Collaborate with technical and program teams to develop a comprehensive Basis of Estimate (BOE), ensuring the collection and validation of accurate data on labor hours, direct costs, subcontractor expenses, and overhead.
- Ensure all proposals are compliant with government regulations, including FAR, DFARS, and CAS.
- Support DCAA audit requests and fact-finding sessions for submitted proposals.
- Maintain and update proposal pricing models and cost templates.
- Develop and present pricing strategies and models to senior management.
- Analyze historical contract data to support future pricing efforts.
Required Qualifications
- Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
- 3 years of experience as a Proposal Pricing Analyst or in a similar financial role within the government contracting industry.
- In-depth knowledge of the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS).
- Proven experience with multiple government contract types (FFP, CPFF, CPIF, T&M, etc.).
- Demonstrated ability to develop complex pricing models and detailed pricing narratives.
- Strong analytical skills with exceptional attention to detail.
- Proficiency in Microsoft Excel, including advanced functions (pivot tables, VLOOKUP, etc.).
- Excellent written and verbal communication skills.
Preferred Qualifications
- Experience with GSA Schedules and other government-wide acquisition contracts (GWACs).
- Active security clearance or ability to obtain one.
- Experience using professional pricing software (e.g., ProPricer).
- Understanding of commercial and international pricing methodologies.
