Role Overview
Our client is seeking a Senior Business Analyst (Level 4) to support enterprise initiatives involving COTS platforms and SaaS applications. This role requires strong expertise in requirements elicitation, business process documentation, and stakeholder collaboration, with an emphasis on documentation standards and procurement support.

Key Responsibilities
Lead project initiation activities to identify current-state and future-state business requirements
Collaborate with business and IT stakeholders to gather, analyze, and document requirements
Develop Requirements Definition documents that meet established standards and timelines
Ensure all documentation is clear, complete, and compliant with agency guidelines
Assist in developing standardized processes, templates, and documentation frameworks
Support the procurement team by translating requirements into Statements of Work (SOW)
Participate actively in project teams to promote collaboration and effective communication
Required Qualifications
4 years of experience with COTS applications and platforms
2 years of experience with SaaS applications and platforms
4 years of hands-on experience in:
Business analysis
Requirements definition & documentation
SDLC and Agile application development
8 years of experience:
Defining and documenting complex user requirements from multiple sources
Business process modeling, mapping, and re-engineering
Facilitating meetings and documenting project decisions
Strong written and verbal communication skills with the ability to produce clear, concise, and complete documentation
Proven ability to collaborate effectively within cross-functional project teams
Nice-to-Have / Desired Skills
Experience migrating COTS applications to Low-Code SaaS platforms
Familiarity with state procurement processes (e.g., VITA or similar)
General knowledge of state IT governance models
Experience or knowledge of professional licensure systems, especially medical licensing
