WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following:
  • Managing Information Technology (IT) operations and delivery by using systems analysis to refine requirements and resolve issues for human trafficking data systems.
  • Developing Agile IT initiatives and system enhancements using human-centered design, emerging technology, and human trafficking law and policy (e.g., Trafficking Victims Protection Act).
  • Leading projects and coordinating with stakeholders, managing timelines, budgets and deliverables.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Responsibilities:

As a Program Management Specialist (IT and Systems) in the Office on Trafficking in Persons (OTIP), you will:
  • Apply systems analysis techniques to identify issues, evaluate alternatives, and recommend solutions to improve system performance and anti-trafficking program effectiveness.
  • Lead development and enhancement of human trafficking IT systems using Agile methodologies, human-centered design, and emerging technologies to improve service delivery.
  • Manage multiple IT projects to support human trafficking programming, including planning, scheduling, budgeting, and execution to ensure timely and effective delivery.
