Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Chief Financial Officer, Office of Financial Management, Financial Operations, in Irving, Texas; Washington, District of Columbia; Williston, Vermont.

This is a non-bargaining unit position.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
  • Ensuring compliance with applicable laws, rules, and regulations.
  • Planning, directing, organizing and implementing financial control systems over all supervisors and staff within area of responsibility.
  • Communicate with various organizations and professional leaders to acquire, exchange, or obtain facts and data needed for policy implementation, establishing new business lines, problem resolution and remediation.
  • Developing and implementing policies and providing guidance to senior officials and management regarding the accuracy of a wide range of administrative programs, laws, policies, practices, and analytical/diagnostic methods and techniques to address technical issues or problems characterized by difficult or sensitive matters.

Responsibilities:

As a Supervisory Financial Program Specialist, you will perform the following duties:
  • Managing a staff of employees who provide financial program services that support key agency/department and component programs.
  • Planning, establishing, and maintaining business processes that contribute to effective management control over financial program operations.
  • Developing and implementing policies and providing guidance to senior officials and management regarding the accuracy of a wide range of administrative programs, laws, policies, practices, and analytical/diagnostic methods and techniques to address technical issues or problems characterized by difficult or sensitive matters.
  • Developing business operation functions through study, research, analysis, and information evaluation to resolve issues and recommend courses of action.
  • Performing liaison functions with other organizations, including frequently representing the organization and fostering working relationships with other agencies.
  • Serving as the financial advisor to management on issues where financial considerations affect program actions.
