Actalent is in search of a well-versed and tenured quality manager who has experience with construction projects exceeding $25M. Experience with projects that involve the C&C of Honolulu is preferred, but candidates who have done work primarily with State or Federal agencies will be considered as well.

Candidates within the State of Hawaii will be considered with higher priority than relocation candidates. If you are planning to relocate here from outside the State of Hawaii, please indicate timeline on resume.

Overview:

The Quality Control Manager is responsible for leading and overseeing all quality-related activities on a large, complex infrastructure project. This role ensures that design and construction meet all quality standards, regulatory requirements, and project specifications. The position operates independently from design and construction teams and has the authority to stop work to address quality concerns.

Key Responsibilities:

  • Report directly to the Project Principal with an independent line of authority.
  • Lead and manage the project’s overall quality program across design, construction, and life-cycle phases.
  • Develop, implement, and maintain Quality Assurance and Quality Control (QA/QC) plans.
  • Provide independent QA/QC oversight and coordinate directly with the client.
  • Ensure compliance with permits, quality procedures, and regulatory requirements.
  • Deliver quality planning and training to project team members.
  • Monitor quality processes, documentation, reporting, and corrective actions.
  • Exercise authority to stop work when quality or safety-related issues arise.
  • Maintain independence from design and construction production teams.
  • Work full time on the project, based in the Project Office and later the Field Office.
  • Be available on-site and by phone to support quality oversight needs.
  • Coordinate quality communication among stakeholders.
  • Support continuous improvement by identifying trends and recommending enhancements.
  • Prepare and review quality-related plans, reports, and records.

Required Experience & Skills

  • 15 years of experience on complex infrastructure projects.
  • 10 years managing quality programs for design and construction.
  • 10 years developing and implementing QA/QC plans and procedures.
  • 5 years of design-build quality management experience.
  • Strong knowledge of QA/QC practices for large infrastructure projects.
  • Proven ability to work independently and make objective quality decisions.
  • Demonstrated authority and confidence to stop work when standards are not met.
  • Strong written communication and documentation skills.
  • Excellent organizational and coordination abilities.
  • Ability to work effectively with clients and project leadership.

Preferred Qualifications

  • Experience providing independent QA/QC on major infrastructure or transportation projects.
  • Background in quality training and team development.
  • Experience with complex permitting and regulatory compliance.
  • Knowledge of quality standards, codes, and regulations in design-build environments.
  • Life-cycle quality management experience.
  • Strong analytical and problem-solving skills.

Pay and Benefits

The pay range for this position is $200000.00 - $250000.00/yr.
