Overview

ACS Professional Staffing is looking for an employee to work hybrid with our client. This Licensing & Environmental Consultant will lead nuclear licensing and environmental activities for new nuclear development projects, managing regulatory documentation, technical specifications, and interactions with reactor vendors and regulatory agencies. The ideal candidate will have a bachelor's degree, 10 years of nuclear licensing, regulatory affairs, or environmental experience, and extensive knowledge of nuclear regulatory requirements, licensing processes, and compliance documentation in a highly regulated environment. This full-time position is located in Richland, WA.

Pay rate: $67.64 - $96.55

Responsibilities:

• Develop strategic approaches to licensing and environmental activities that support new nuclear development initiatives.
• Provide technical guidance and regulatory expertise to management on complex licensing, environmental, and regulatory matters.
• Interpret, verify, and apply industry guidance and regulatory requirements to project-specific issues.
• Serve as the primary interface with reactor technology vendors and other external partners for licensing activities.
• Manage the preparation and review of licensing documentation, including Preliminary Safety Analysis Reports (PSAR) and Final Safety Analysis Reports (FSAR) supporting construction permit and operating license applications.
• Oversee the development of Technical Specifications and the Technical Requirements Manual.
• Manage the development of licensing documents related to Fire Protection, Emergency Preparedness, Physical Security, Cyber Security, Nuclear Material Control & Accounting, Radiation Protection, Offsite Dose Calculation Manual, Inservice Inspection/Inservice Testing (ISI/IST), and Fitness for Duty programs.
• Ensure licensing and regulatory documentation complies with applicable requirements and is validated against source documentation.
• Lead technical discussions and meetings with regulatory agencies and stakeholders.
• Support organizational goals by ensuring regulatory readiness and compliance throughout project development.
  
  

Requirements:

• Bachelor's degree from an accredited college or university.
• Minimum of 10 years of experience in Regulatory Affairs, Licensing, Environmental, or related roles within a nuclear power plant environment.
• Strong knowledge of nuclear facility licensing and environmental regulations.
• Experience preparing, reviewing, and validating licensing and regulatory document submissions.
• Knowledge of regulatory requirements for submitting documents under oath or affirmation.
• Demonstrated ability to effectively communicate complex technical and regulatory information, both verbally and in writing.
• Experience interacting with regulatory agencies and conducting technical meetings with regulatory management.
• Ability to build collaborative relationships, achieve consensus among diverse stakeholders, and effectively manage differing viewpoints.
• Strong problem-solving and decision-making skills in a highly regulated, time-sensitive environment.
• Ability to manage multiple priorities and maintain performance under pressure in a demanding regulatory setting.
