Position Function:

Under the direct supervision of the Program Manager of Emergency Services, the Assistant Program Manager supports the operational and administrative oversight of the Youth Emergency Shelter (YES) and the Secure Assessment Facility (SAF). This role assists in ensuring the effective delivery of emergency services, maintaining compliance with all regulatory and agency standards, and fostering a safe, therapeutic environment for clients. The Assistant Program Manager plays a key role in staff supervision, training, scheduling, and program implementation, acting as a direct support to the Program Manager in achieving program goals and upholding the highest standards of care. The Assistant Program Manager is sensitive to the service population’s cultural and socioeconomic characteristics and performs other duties as directed by the Program Manager, Emergency Services.

Requirements:

Education: Bachelor’s degree in Human Services field and two more years if relevant experience required.

Experience: Minimum two years of experience in a licensed residential program, child placing agency, emergency shelter, secure/assessment setting, or treatment environment serving children, youth, and/or families. Minimum one year of supervisory or lead staff experience preferred. Demonstrated understanding of trauma-informed care principles required. Training and experience in Trust-Based Relational Intervention (TBRI) preferred. Experience with crisis intervention, de-escalation techniques, and secure milieu operations preferred. Proficient in Microsoft Office; ability to learn and utilize EHRs and program databases.

Other: Valid Texas driver’s license within 90 days of establishing Texas residency. Must have an acceptable driving record.

Working Conditions:

Work occurs in 24/7 residential emergency settings serving children and youth, including clients with behavioral challenges and potential physical aggression. Exposure to typical residential environment hazards (household activities, cleaning agents, food prep), illness, and blood may occur. Programs operate continuously (holidays and inclement weather included).

  • Maintain confidentiality of personnel and client records and adhere to all applicable policies, HIPAA/FERPA (as applicable), and state/federal regulations.

Key Expectations/Responsibilities:

Working Relationships

  • Represent ACH professionally, responsibly, and ethically within the facilities and with external partners as directed by the Program Manager.
  • Collaborate effectively with internal ACH programs (clinical, education, medical, case management, QA/QI, facilities) to support comprehensive client care.
  • Build respectful, collaborative relationships with staff and persons served.
  • Work closely with YES and SAF teams to ensure consistent application of policies and procedures.
  • Work independently while maintaining regular communication with the Program Manager regarding program status, staff needs, and client concerns.

Leadership and Supervision Support

  • Assist the Program Manager in collecting data for ongoing needs assessments and program evaluations.
  • Support the implementation of continuous quality improvement (CQI) initiatives, ACH strategic plan objectives, and corrective action plans.
  • Collaborate with the Clinical Manager and staff to support the implementation of clinical pathways and assessment protocols.
  • Assist the Program Manager in developing and implementing program goals and strategies.
  • Support the implementation and advancement of trauma-informed, equity-centered practices.
  • Contribute to preparedness and emergency management planning for residential/secure operations.
  • Assist the Program Manager with managing program budgets and resource allocation.

Program Operations (YES and SAF) Support

  • Assist in overseeing daily schedules and milieu programming for YES and SAF, ensuring they meet client needs and program goals.
  • Support the Program Manager in managing staffing patterns and scheduling to ensure appropriate coverage within budget guidelines and in compliance with licensing standards.
  • Ensure implementation and fidelity to safety plans, service plans, and behavior support plans.
  • Assist in maintaining facilities to meet licensing, security, and agency standards; report facility issues to the Program Manager and Facilities department.
  • Support the Program Manager in overseeing program budgets and employee spending.
  • Monitor and ensure compliant storage, documentation, and administration of client medications.
  • Participate in and, as directed, lead staff meetings and debriefs.

Documentation and Reporting

  • Assist in reviewing and approving staff timesheets.
  • Ensure timely and accurate completion of program documentation in accordance with Texas state guidelines and agency policy.
  • Support the review and approval of incident reports and critical event documentation.
  • Assist in monitoring documentation quality for licensing, COA, contract, and grant compliance.
  • Support the Program Manager in maintaining and monitoring staff training records.
  • Contribute to program-related reporting and data collection as requested.

Program Development, Evaluation, and Strategic Planning Support

  • Assist the Program Manager in collecting data for ongoing needs assessments and program evaluations.
