Position Overview
The Project Manager / Medicaid Program Administrator will lead the administration of Medicaid and health information exchange initiatives. This position will oversee program agreements, budgets, regulatory compliance, data-exchange activities, vendor coordination, project reporting, and communications with government and healthcare stakeholders.
Key Responsibilities
- Lead the development, revision, execution, and oversight of federal Advance Planning Documents and related program agreements.
- Develop and administer contracts, scopes of work, MOAs, MOUs, BAAs, budgets, and data-exchange frameworks.
- Coordinate activities across program teams, Medicaid stakeholders, technical partners, vendors, and other business units.
- Facilitate internal program meetings in collaboration with project management staff.
- Navigate internal and external processes to ensure timely review and execution of project agreements.
- Monitor project implementation, spending, procurements, staffing, data usage, timelines, and milestones.
- Ensure project activities comply with organizational protocols and applicable state and federal regulations.
- Prepare and present progress reports to state and federal partners.
- Research and evaluate vendor solutions needed to address program requirements.
- Represent the program in communications with government partners and healthcare-provider stakeholder organizations.
Required Qualifications
- Minimum of three years of relevant experience in:
- Contract development, administration, and monitoring
- Budget development, administration, and monitoring
- Project or program management
- Data governance and regulated data exchange
- Preparing regulatory and program documentation
- Coordinating staffing requirements across business units
- Researching and evaluating vendor solutions
- Project tracking, progress monitoring, and reporting
- Coordinating initiatives across multiple business and technical teams
- Strong knowledge of state or federal regulatory requirements.
- Excellent written, verbal, stakeholder-management, and presentation skills.
- Ability to coordinate effectively with government, healthcare, technical, and vendor stakeholders.
Preferred Qualifications
- Experience administering Medicaid, healthcare, health information exchange, or public-sector programs.
- Experience preparing or managing APDs, contracts, MOAs, MOUs, or BAAs.
- Experience communicating program progress to state or federal partners.
