Senior Data Services Development Manager

We are seeking a Senior Data Services Development Manager to serve supporting Coast Intelligence under the EIDS program. The ideal candidate will bring expertise in data services development, governance, stewardship, and change management in a secure intelligence environment. This role requires strong leadership in agile development teams, the ability to align technical implementation with Intelligence Community strategic objectives, and effective communication with diverse stakeholders.

Key Responsibilities:

Data Services Development & Management Support

• Lead and guide agile development teams to align data services implementation with EIDS program direction.
• Integrate software development activities with Intelligence CDO strategic objectives.
• Communicate data concepts effectively to stakeholders and define Intelligence Data Domains.

Data Management Support

• Define and implement data governance activities, including roles, datasets, and responsibilities.
• Scope and gather metadata to define datasets and assign ownership roles.

Data Stewardship

• Collaborate with development teams to define and manage metadata associated with datasets.
• Integrate policy requirements into data management processes, including quality, access, and sharing controls.

Data Services Engineering

• Apply security requirements within the data environment.
• Evaluate the application of security and policy requirements for data sharing with IC partners.
• Provide recommendations for implementing data services capabilities in the cloud to achieve operational and sharing objectives.

Change Management Support

• Plan and execute change management initiatives to transition the intelligence workforce to a data-centric operating model.
• Engage stakeholders to gain buy-in and drive adoption of Intelligence CDO objectives.

Required Qualifications:

• Clearance: Active TS/SCI.
• Education: B.S. degree in Computer Science, Software Engineering, Mathematics, or a related analytic field.
• Experience: Minimum of five (5) years in government Information Management or equivalent experience.
• Proven ability to lead and define development team priorities in agile environments.
• Strong understanding of technical implementation details to integrate development with strategic objectives.
• Demonstrated ability to manage data governance, metadata, and stewardship practices.
• Knowledge of data services environments, cloud-based capabilities, and IC data sharing policies.
• Experience in planning and executing change management in intelligence or data-focused environments.

Salary is commensurate on experience and education. All factors will be considered during compensation negotiation.
