Key Responsibilities:
Data Services Development & Management Support
- Lead and guide agile development teams to align data services implementation with EIDS program direction.
- Integrate software development activities with Intelligence CDO strategic objectives.
- Communicate data concepts effectively to stakeholders and define Intelligence Data Domains.
- Define and implement data governance activities, including roles, datasets, and responsibilities.
- Scope and gather metadata to define datasets and assign ownership roles.
- Collaborate with development teams to define and manage metadata associated with datasets.
- Integrate policy requirements into data management processes, including quality, access, and sharing controls.
- Apply security requirements within the data environment.
- Evaluate the application of security and policy requirements for data sharing with IC partners.
- Provide recommendations for implementing data services capabilities in the cloud to achieve operational and sharing objectives.
- Plan and execute change management initiatives to transition the intelligence workforce to a data-centric operating model.
- Engage stakeholders to gain buy-in and drive adoption of Intelligence CDO objectives.
- Clearance: Active TS/SCI.
- Education: B.S. degree in Computer Science, Software Engineering, Mathematics, or a related analytic field.
- Experience: Minimum of five (5) years in government Information Management or equivalent experience.
- Proven ability to lead and define development team priorities in agile environments.
- Strong understanding of technical implementation details to integrate development with strategic objectives.
- Demonstrated ability to manage data governance, metadata, and stewardship practices.
- Knowledge of data services environments, cloud-based capabilities, and IC data sharing policies.
- Experience in planning and executing change management in intelligence or data-focused environments.
- Strong leadership, communication, and collaboration skills.
- Ability to build consensus among diverse stakeholders.
- Strategic mindset with attention to both technical and mission-driven objectives.
