Job Summary We are seeking a highly organized and detail-oriented Director of Proposals Services to join our dynamic team. The Director of Proposal Services leads and manages a multidisciplinary team of proposal managers, proposal specialists, technical writers and graphics designers. This role is responsible for all proposal activities that support growth efforts consistent with KBR’s strategic plan and business goals. The Director participates in all phases of the proposal process – from strategy development, decision to pursue, production, and performance analysis. This leader promotes and develops proposal processes and procedures to meet organizational needs and ensures compliance with internal and external requirements to submit compliant, compelling, and winning bids. With general autonomy, the Director is accountable for the performance and results of related disciplines or functions. The role manages the delivery of functional objectives by providing leadership and direction to other managers, guides the development of functional strategy, and is responsible for global processes and procedures. The Director collaborates on the execution of departmental goals with other functional leaders (including Capture, Solutioning, Estimating, Pricing, and Operations) to achieve business objectives. Roles and Responsibilities Strategic Leadership: Lead and champion proposal activities that drive company selling efforts and align with strategic goals, ensuring the department’s contributions are integral to business growth and competitiveness. End-to-End Proposal Oversight: Oversee all phases of the proposal lifecycle – including decision to pursue, strategy development, production, and performance analysis – ensuring excellence and compliance at every stage. Process Development & Compliance: Develop, promote, and enforce robust proposal processes and procedures that meet organizational needs and regulatory requirements, fostering a culture of continuous improvement and accountability. Departmental Leadership: Provide visionary leadership and direction to proposal managers, coordinators, technical writers, and graphics designers, cultivating a high-performing, collaborative, and innovative team environment. Functional Strategy & Global Process Ownership: Guide the development and execution of functional strategy, owning global processes and procedures that support proposal excellence across all geographies and business units. Cross-Functional Collaboration: Collaborate proactively with other functional leaders – including Capture, Solutioning, Estimating, Pricing, Operations – to achieve departmental and enterprise-wide objectives. Customer & Opportunity Analysis: Analyze customer documents (RFPs) to determine response requirements, establish compliant outlines and schedules, and ensure proposals are tailored to win. Proposal Planning & Review: Plan, schedule, and oversee proposal efforts, including leading color reviews (Blue, Pink, Red, Gold Teams) to ensure proposal integrity and competitiveness. Talent Development: Recruit, hire, train, mentor, and empower proposal team members to ensure compliance, effective writing style, and alignment with win strategies for each opportunity. Technical & Financial Integration: Oversee the integration of technical, cost, scheduling, and performance elements from functional departments, ensuring proposals are comprehensive and compelling. Negotiation & Stakeholder Engagement: Participate in fact-finding meetings and contract negotiations, representing the department and company interests with professionalism and strategic insight. Quality Assurance: Review and approve proposal sections – including Management, Personnel, Executive Summaries, and other volumes – ensuring clarity, compliance, and alignment with business objectives. Continuous Improvement: Promote and drive continuous improvement in proposal processes, team capabilities, and departmental outcomes, leveraging best practices and innovative approaches. Basic Qualifications Bachelor’s degree in technical, business administration, or related field. 15 years of related experience, with at least 5 years in management roles (preferably in proposal management or related disciplines). Strong interpersonal and team-building skills; experience and demonstrated ability to lead, mentor, and develop proposal teams and processes across geographies and cultures is highly desirable. Excellent written and verbal communication skills. Deep expertise in proposal development, compliance, and process optimization, with a track record of successful proposal wins. Advanced project management and facilitation skills; adept at managing multiple, simultaneous, time-critical initiatives in a dynamic environment. Proficiency in Microsoft Office Suite and proposal management tools. Experience in a similar industry with complex technical proposals. Familiarity with Government contracting processes. Current TS/SCI security clearance. Preferred Qualifications Master's degree in Business, Communications, or a related field. Professional certifications in proposal management and/or project management.
