THE POSITIONPlease note: this recruitment is for overnight shifts only. Overnight shift schedule is 10:30PM - 7:00AM.We are actively recruiting for candidates to fill variable hour Juvenile Counselor I vacancies within Juvenile Services. The vacancies are within Harkins House Basic Residential Facility.
Variable hour Juvenile Counselor I's are an essential part of the team and cover vacation, callouts, scheduled leaves and time-off requests for full-time employees at Harkins House. These positions are overnight shifts, 10:30PM - 7:00AM, up to 20-hours per week.
Harkins House is a basic residential facility that is designed to provide residential care services based on an individual’s needs. Harkins House serves youth 12–17 years of age while providing individual and group skills training, recreational activities, counseling, and the opportunity to participate in a culinary arts program. Youth in the program are pending
alleged violations of the law or are on probation.
The current vacancies are variable hour positions , however, this recruitment may also be used to fill future full-time, part-time, variable hour and limited-duration vacancies that may become available in the next six (6) months within Juvenile Services. Variable Hour positions are at-will and hours are limited to 20 hours per week. These positions are not eligible for medical, dental, or vision benefits.
Part-time regular positions will be scheduled to work on average 20 hours per week; accrue sick and vacation time; and are eligible for holiday pay. These positions are not eligible for medical, dental, or vision benefits.
Limited duration positions are limited to the duration of the grant or funding source, or the duration required to complete the project assigned to the position. Benefits available to employees appointed to limited duration positions are based on their full-time equivalent and corresponding eligibility.

Essential Job DutiesOn any given week, a Juvenile Counselor I at Harkins House will:
  • Supervise daily and direct youth in a residential care/Harkins House, including completing individual skill building with youth in our facility and will have contact with parent(s)/guardian(s) when sharing information on youth’s behaviors.
  • Coordinate, and may lead daily groups, recreation, offsite activities and community outings.
  • May participate in the youth’s treatment team meetings and provide important feedback and document behavior observations or concerns in BRS including writing Information Reports that may be shared with the court and attorneys.
  • Have knowledge of and utilize trauma informed care, evidenced based behavior management tools and use of CPI and de-escalating techniques with youth who demonstrate defiant behavior patterns and trauma responses. Juvenile Counselor 1 candidates should have some experience in working in residential settings, detention, schools, DHS, or other settings with high-risk juveniles involved in Juvenile Justice System and understand the importance of safety and security in residential care.
  • Maintain healthy boundaries, objectively evaluating information and making appropriate decisions with support of team members on shift. Candidates will collaborate with Seniors and other staff on shift to communicate effectively both orally and in written forms and demonstrate an ability to establish and maintain cooperative working relationships with coworkers and residents of diverse groups and backgrounds.
  • Collaborate closely with Case Managers (JC-2) to provide individualized approaches when working in the milieu and to target objectives identified on the youth’s case plan to offer quality services to the youth and families we serve at Harkins House.

Minimum QualificationsEducation and Experience:
  • Possession of a Bachelor's degree in criminal justice, counseling, psychology, sociology, social work, or field applicable to the practice of juvenile justice; AND completion of a one-year practicum OR one (1) year of supervised work experience in the counseling of juveniles and families; OR
  • An Associate's degree in criminal justice, counseling, psychology, sociology, social work, or field applicable to the practice of juvenile justice; AND three (3) years of supervised work experience in the counseling of juveniles and families; OR
  • Five (5) years of supervised work experience in the counseling of juveniles and families.
Additional Licenses, Certificates, Physical Abilities And Specialty Requirements
  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.
  • Completion of a criminal history check in accordance with Oregon Administrative Rules.

Selection Process
  • An evaluation of training and experience of submitted application packets will be performed by Human Resources.
