Job Description

Job Description

The Building People, LLC, has a position open for a full-time Contracts Specialist . This position would have to report to one of the following locations: Atlanta, GA, Birmingham, AL, Charlotte NC, Tampa, FL, or Nashville, TN. The Contract Specialist serves customer needs through professional placement of Government Contracts, including a full range of Pre-award and Post-award functions, e.g. price/cost analysis, administration, and termination of contracts in the Public Building Services organization.

Responsibilities/Duties

The Contract Specialist will procure a wide range of design and construction, services, supplies, and other services, utilizing a variety or acquisition methods and contracting vehicles. Procurement Actions involve contracts above the Simplified Acquisition Threshold (SAT). The Contract Specialist provides direction/guidance to purchase goods or services which includes Market Research and analysis for best pricing, adhering to budgetary guidelines and reporting research and pricing to management to assist in acquisitions. All work is governed by the FAR and supplemented by additional regulations, legal precedents and agency policy and procedures

Required Skills

  • Knowledge of cost and price analysis and cost accounting standards sufficient to perform the full range of strategic, analytical, technical procurement assignments. Knowledge/skills in both written and oral communications to keep GSA Management, customers and contractors apprised of project status and procurement issues of mutual concern.
  • Knowledge of business practices sufficient to identify sources, recent developments and trends, economic factors affecting procurements and anticipated requirements of Federal agencies; to analyze cost and pricing data and contract proposals; and to evaluate the offers for responsibility.
  • Knowledge of the full range of Federal Socioeconomic and labor policies and regulations, including those related to small business, small disadvantaged business, women-owned businesses, 8(a), the Service Contract Act, Javits­ Wagner O’day Act and the Davis ­Bacon Act.
  • Knowledge of current software and media applications to facilitate the efficient exchange of information via email, spreadsheets, Webex, Federal Procurement Data System – Next Generation (FPDS-NG), Electronic Contract File Viewer (ECF), Federal Business Opportunities (FBO), E-buy, Electronic Subcontracting Reporting System (eSRS) Procurement Processing System (EASi) and other software programs.

Required Education/Experience:

  • 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR Four (4) years of experience in Contracting or similar position. Requires 40 Hours of Professional Acquisition Related Training.
