SALARY RANGE: $90,000 - $100,000 Annually, Pro-rated

commensurate with candidate's education, experience, skills, and training.

Definition of Classification:

The Public Safety Chief and Director of Emergency Management is responsible for the management of and the overall day-to-day operation of the campus public safety department, pro-actively providing vision, leadership and hands-on supervision for all staff ensuring that high quality campus safety and security services are being offered. Works work with the Department and campus community to develop a team approach and a customer service focus in the delivery of all public safety enforcement and safety and security initiatives.

Reporting to both the Vice President of Finance and Administration and the Senior Associate Vice President of Facilities, Public Safety, and Emergency Management, this position is expected to be an effective communicator and will have overall responsibility for all emergency preparedness and emergency operational systems, procedures, and policies for the campus. This position is also responsible for duties associated with the Marin campus.

The Chief, working closely with University administration, faculty, staff, and local law enforcement agencies that surround the campus, will work with and support students in an educational environment. Responsible for the enforcement of all federal, state, and local laws and will work with and support the campus student conduct system.

This position requires flexibility to work evening and weekend hours as well as the ability to travel, as required. Responsible for responding to emergencies at any hour of the day or night.

Duties and Responsibilities:

The duties and responsibilities include, but are not limited to, the following:

Administrative Oversight and Patrol:

  • Responsible for daily patrol operations, including supervision of Public Safety Officers and Supervisors. Also responsible for the policing of campus events, including pre-planning activities, and other programs on campus.
  • Meet with University Administrators, Directors, Department Heads, and their designees regarding complex security related issues in their respective environments. Make recommendations and initiate action plans.
  • Coordinate law enforcement and security efforts with residence hall staff to promote personal security and safety. Implement programs and coordinate activities between University Public Safety and other divisions or departments.
  • Develop, direct, and oversee departmental budgets and allocate resources appropriately.

Emergency Management Planning:

  • Oversee the development of the University's Comprehensive Emergency Management Plan (CEMP) and associated operations that include the written plans, policies, and protocols that addresses the four phases of Emergency management (Prevention-Mitigation, Preparedness, Response, and Recovery).
  • Serve as the chairperson of regularly held meetings of the University's Emergency Management Planning Committee. This committee is responsible for coordination of planning, identification of new technologies designed for emergency response, testing and maintenance of existing infrastructure dedicated to efficient and effective response during an event.
  • Serve as the Incident Commander and direct the response of appropriate campus resources during an actual event. Provide guidance to these resources during planning stages, as well as during an actual event. Act as a liaison with external resources such as local Police Departments, volunteer fire departments and other governmental agencies.
  • Research and oversee the development of a best-in-class Business Continuity program for the university designed to restore the University to normal operations after a significant event on campus. Provide guidance to campus departments and groups in the development of their own internal plans for resumption of normal operations after an event.

Emergency Communications:

  • Responsibilities include overseeing all aspects of emergency communications during a significant event on campus and coordination with local authorities, and leadership.
  • Responsible for message content development designed to alert the campus community as well as external resources of an evolving event on campus as needed.
  • Ensure the University is in compliance with the Clery Act and its requirements for providing timely notifications to the campus community.
  • Further develop and maintain communications protocols that define parameters when the campus community will be informed of an emergency or critical incident on campus.
  • Ensure training is complete annually (or as needed) to identify individuals who may be required to communicate emergency information to the campus community during an event.

Emergency Management Operations and Training:

  • Oversee and maintain the University Public Safety Emergency Operations Center. Ensure all technologies in working order and frequently test all equipment to ensure full time readiness capability.
  • Oversee the development and implementation of training and outreach programs for emergency responders and other identified key personnel on campus.
  • Provide guidance for levels and types of training needed for campus emergency responders and other key members of the campus community. Identify training resources available and coordinate attendance, track budgets, Key Performance Indicators related to Strategic Initiatives, and maintain curriculum databases.
  • Oversee the development of table-top, functional, and full-scale exercises designed to test the University's ability to respond to various situations. These exercises will test different departments in the University and identify gaps in its current response plans.

Parking and Transportation

  • Administers parking control, permit issuance, signage, enforcement, and citation fine collection.
  • Oversees transportation coordination and scheduling of University van fleet and the campus student shuttle service.
  • Administers Department of Motor Vehicles Pull Notice program.
  • Reviews employee and student driving records to determine eligibility for inclusion in the University Approved Driver program.
  • Monitors leases and coordinates maintenance needs for all patrol and van fleet vehicles.
  • Performs other duties as required or assigned.

Qualification Guidelines

Any combination equivalent to, but not limited to, the following:

Experience/Training/Education:

Required

  • Bachelor’s degree in criminal justice, business management or related field; Master’s Degree preferred.
  • Position requires a minimum of five (5) years of progressive management experience at the rank of lieutenant or above, or equivalent, in a law enforcement/public safety department and the graduation from a state certified law enforcement academy or FBI National Academy, five (5) years of Emergency Management experience.
  • Successful candidate must possess good working knowledge of law enforcement/security methods and investigative procedures; familiarity with Jeanne Clery Act, California criminal law and vehicle codes and knowledge of hazardous material regulations/procedures.
  • Candidate must possess excellent organizational, planning, interpersonal, verbal, and written communication skills, and ability to motivate staff. Candidate must possess proficient computer skills with working knowledge of spreadsheet and word processing programs.
  • The ideal candidate will be one that brings new perspectives to continue the development of and restructuring of public safety on campus.
  • A valid California Class C CA drivers’ license with a good driving record is required. Note: Out-of-state licenses are valid until appointment. A valid California Class “C” driver’s license must be obtained within ten (10) days of appointment (in accordance with CA Vehicle Code 12505c).

Special License/Certification:

  • California Peace Officer Standards and Training (POST) certificate at the Management level is desired
  • Must be licensed by State of California Bureau of Security and Investigative Services for Guard Registration, Baton Permit, and Chemical Agent certification within 60 days of employment. 
  • Must be legally eligible and capable of securing licensure for Exposed Firearm Permit by State of California Bureau of Security and Investigative Services within 1 year of employment.

Note: Copies of pertinent licenses and certifications will be required.

Knowledge and Skills:

  • Thorough knowledge of California criminal law and vehicle codes.
  • Knowledge of current issues and best practices in public safety.
  • Knowledge of emergency planning and management.
  • Knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend campus policy.
  • Excellent written and oral communication skills in conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience.
  • Strong leadership and interpersonal skills.
  • Demonstrated conflict resolution skills to effectively lead and motivate others.
  • Demonstrated analytical and problem-solving skills.
  • Ability to adapt to a rapidly changing environment.

Physical Requirements/Working Conditions:

Working Conditions:

Field and standard office setting. Duties performed in an office environment while sitting at a desk or computer workstation or in meetings. At least minimal environmental controls to assure health and comfort. The position may require after-hours and emergency response.

Physical Demands:

Incumbents regularly sit for long periods; walk on a regular basis; travel to various locations to attend meetings and conduct work; use hands and fingers to operate an electronic keyboard or other office machines; reach with hands and arms; stoop or kneel or crouch to file; climb stairs; speak clearly and distinctly to answer telephones and to provide information; see to read fine print and operate computer; hear and understand voices over telephone and in person; and lift, carry and/or move objects weighing up to 50 pounds.

HIRING RANGE: Anticipated hiring range is near or at the minimum of the classification, commensurate with candidate's education, experience, skills, and training. The University of Redlands is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is defined as the Full Pay Range. The budgeted salary or hourly range that the University reasonably expects to pay for this position defined as the Hiring Range. Placement within the Hiring Range is determined by internal equity, and relevant qualifications.

PHYSICAL AND PSYCHOLOGICAL EXAMS: For certain positions typically in Public Safety, Facilities, Athletics and Information Technology Services departments, employment is contingent upon a candidate passing a pre-employment physical exam with the ability to lift in excess of 50 lbs. Public Safety Officers, in addition to a pre-employment physical exam, will also be required to pass a psychological evaluation.
