The Associate Vice Chancellor (AVC) for Campus Planning and Facilities Management reports directly to the Vice Chancellor of Administration & Finance (VCAF). Leading a team of 200 career staff and student employees, the AVC provides overall administration of facilities strategic planning, capital planning, facility design and construction, capital construction projects, general and auxiliary funded building maintenance, custodial services, grounds maintenance and utilities management. The AVC provides overall guidance and direction in support of the sustainability programs of the university and the Parking & Transportation department. The AVC is an integral part of the campus community and the Vice Chancellor for Administration & Finance team. This position is designated an officer of the administration.

When on-call, the AVC must respond to the campus in times of an emergency within a reasonable time. Oversees campus liaison to the CU Design Review Board; Oversees the State Delegate to the State Buildings Program; Serves as the Principal Representative on behalf of the university for design and construction contracts; Coordinates with the Office of Public Safety on mutual operations, maintenance, service and design and construction issues; Represents the VCAF at selected meetings and functions with state and local agencies; Long-term planning for the Parking & Transportation department and provide executive leadership for that department; Oversees the sustainability program in collaboration with the sustainability director, including energy efficiency improvements, LEED certification and high performance requirements for new facilities and renovations.
The AVC will demonstrate a commitment to the principles of public higher education and the value higher education brings to UCCS faculty, staff, and students as well as to the City of Colorado Springs, the Pike's Peak region, the state of Colorado, and the nation at large. To this end, the AVC will invest in the people in their units that daily contribute to the success of the UCCS mission. The AVC must be a visionary leader who respects the subject matter expertise of team members by listening, evaluating, and collaborating with their employees and in turn effectively delegating, trusting, and supporting staff effort at all levels within the unit.
Overall management and strategic planning for all campus facilities; Capital planning for the 5-year capital requests and 2-year cash list; Capital project planning, design and construction; Executive oversight of remodeling and renovation projects and controlled maintenance program; Executive oversight and planning of general and auxiliary funded buildings for maintenance, custodial services and grounds operations; Executive oversight and strategic planning of the Parking and Transportation Services Department; Executive oversight of the university's sustainability programs.
Assists the VCAF in capital project budget development through oversight of effective cost estimating processes; Oversees execution for Planning, Design and Construction to assure quality, budget, and schedule requirements are satisfied; Assures appropriate fiscal, code, and safety controls for all capital and maintenance projects; Works with the VCAF and the VCSA to develop budget projections for auxiliary and general fund buildings. Responsible for the execution of these budgets in accordance with state law, University of Colorado fiscal rules and bond document requirements.
The AVC provides direct support to the Vice Chancellor of Administration & Finance as required. This includes representing the UCCS campus at the appropriate Board of Regents' subcommittees and other functions as requested. The AVC also works cooperatively and collectively with other campus offices and departments, key campus and university systems administration staff, the campus deans, faculty, associate vice chancellors, vice chancellors and the Chancellor. Position is also responsible for relationships with members of the University of Colorado Design Review Board, Colorado Springs City Utilities, community groups, neighbors, contractors, and architect/design teams.

Job Duties:
The AVC is the guiding force for the cost effective and expedient delivery of the overall capital program, and all general and auxiliary funded maintenance and services at UCCS, an institution that places special emphasis on the character of the physical environment and its contribution to the advancement and transfer of knowledge.
Direct Areas of Responsibility:
- Overall management and strategic planning for all campus facilities; Capital planning for the 5-year capital requests and 2-year cash list; Capital project planning, design, and construction.
- Executive oversight of remodeling and renovation projects and controlled maintenance program.
- Executive oversight and planning of general and auxiliary funded buildings for maintenance, custodial services and grounds operations.
- Executive oversight and strategic planning of the Parking and Transportation Services Department.
- Executive oversight of the university sustainability programs.
More specifically:
- Direct supervision of strategic, long-range planning and building program plans.
- Assists the VCAF in capital project budget development through oversight of effective cost estimating processes.
- Oversees execution for Planning, Design and Construction to assure quality, budget, and schedule requirements are satisfied.
- Assures appropriate fiscal, code, and safety controls for all capital and maintenance projects.
- Works with the VCAF and the Vice Chancellor for Student Affairs (VCSA) to develop budget projects for auxiliary and general fund buildings. Responsible for the execution of these budgets in accordance with state law, University of Colorado fiscal rules, and bond document requirements.
- Oversees campus liaison to the CU Design Review Board.
- Oversees the State Delegate to the State Buildings Program.
- Serves as the Principal Representative on behalf of the university for design and construction contracts.
- Coordinates with the Department of Public Safety on mutual operations, maintenance, service and design and construction issues.

- Responsible for the operating budgets for the division outside of any capital/deferred maintenance projects.
- Oversees the sustainability program in collaboration with the sustainability director, including energy efficiency improvements, LEED certification and higher performance requirements for new facilities and renovations.
- Demonstrated ability to identify, monitor, and comply with federal law, state law, and policy and university policy and procedures.
Job Competencies:

- For the purposes of FLSA this position has been determined to be exempt from (not eligible for) overtime under FLSA.

This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).
What We Offer
Salary Range: Generally starting at $170,000 - $190,000 per year
The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

Tentative Search Timeline:

Qualifications

Minimum Qualifications:
- A Bachelor's degree in engineering, construction management, facilities management, architecture, or closely related field.
- Minimum of 15 years progressively responsible experience in capital development, design & construction management, physical plant operations and utility operations.
- Colorado driver's license or ability to obtain within 30 days of hire.
Preferred Qualifications:
- A Master's degree in engineering, construction management, facilities management, architecture or closely related field.
- Public higher education experience.
- Experience in the construction management and/or facilities management of state or federal assets.
- Demonstrated Strategic Planning and Master Plan experience.
- Skill in the areas of responsibility to assure faculty, staff and student employees are valued, encouraged, and provided development opportunities.
- APPA Related Professional Education Certified: LEED professional credential(s), AIA or PE Licensure.
- Experience with parking and transportation services.
Physical Requirements:
While performing the duties of this job, the employee is frequently required to sit. Employee is occasionally required to move. Tasks may involve using a computer screen continuously for long periods of time. The employee must occasionally lift and/or move up to 20 pounds. This position will be required to show up on job sites, accompany contractors, architects, engineers, and stakeholders for assigned projects. This position will be required to show up to campus during inclement weather in the absence of the executive director of facilities management & operations.
