Duties

You will plan, organize, and direct the activities of the Ocean Engineering Project Engineering Branch.
You will develop goals and objectives that are assigned to subordinates based on priorities and considering the experience required and the capabilities of the assigned employees.
You will identify the need for changes in priorities and take action to implement such changes.
You will identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.
You will establish metrics and analyze systems to ensure actions are timely and reviewed at critical points.
You will identify and implement process improvements to eliminate or reduce significant bottlenecks and barriers in test processes, and to increase the quality of products delivered.
You will advise and provide counsel to employees regarding policies, procedures, and directives of management.
You will select or recommend selections of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
You with coordinate with other Ocean Engineering Departments, Shipyard organizations and outside activities to resolve interface conflicts, questions regarding test requirements, and technical and administrative problems.
You will direct training and development for a diverse group of assigned personnel.
You will utilize knowledge of project management principles in support of ship maintenance and overhaul.
You will possess a broad understanding of multiple engineering disciplines related to submarine maintenance (e.g. mechanical, electrical, structural). Requirements Conditions of Employment

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
MSP/PPP applicants must currently hold the required security clearance.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously.
Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer planning, certifying technical products, or integrating project management principles in support of Ocean Engineering and ship maintenance and overhaul. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
