This recruitment will establish an employment list to fill current and any future vacancies within the Probation Department. The anticipated life of the employment list is six months. Two current vacancies are with the Probation Department, Juvenile Detention Facility located in Visalia.
Typical Duties
This is a non-sworn Probation Department position which may be assigned to any detention division or unit specifically to operate central control mechanisms for those units or wings. Incumbents in positions of this class are expected to acquire the necessary knowledge's, skills and abilities to perform assigned duties in a short training period. Incumbents act as technical support person within the Probation Facilities; learn to apply the principles of juvenile facility operations, especially as it applies to control room operations; learn and apply a variety of policies and procedures of the Tulare County Probation Department and other applicable laws and regulations; operate control panel to maintain security of unit; confer with a division or unit Supervisor on problem situations; maintain communication between central control and other units of the facilities; maintain contact with Group Supervisors and other staff working in the wings or units; may write incident reports and note information on logs; respond to emergency situations in accordance with specified procedures and regulations; attend training programs and activities.

Employment Standards

Education : Equivalent to completion of the twelfth grade.

Experience : None

Knowledge of - Math sufficient to add, subtract, multiply and divide whole numbers and fractions.

Skill/Ability to: Read and understand moderately complex information; operate and use control panel in detention central control operations; write clearly to convey ideas in incident reports; communicate and deal effectively with persons in varied circumstances; follow oral and written instructions; recognize and react to potential problem situations; memorize and recall information; operate telephone and other communication devices.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. For some classifications, a physical exam will be conducted to ensure the applicant's fitness for duty. This process may include a physical ability and/or ergonomic assessment. Additionally, a background investigation may also be conducted. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

Benefit Amount : An annual benefit amount of $3,200 plus 5% of your annual base salary is provided and may be applied towards health insurance premiums (dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance : A choice of medical plans and dental and vision coverage are available through the Tulare County Corrections Association (TCCA). Waiting periods may apply. Benefit questions should be directed to the TCCA representative at (559) 303-1866 or Olsen-Nelson Insurance at (559) 625-1721. The County does not administer this plan.
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave : 12 set days and one personal holiday
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11 years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.
Group Term Life Insurance and AD&D : $10,000; Provided by Standard Insurance Company.
Long Term Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee. Provided by Standard Insurance Company.
Deferred Compensation : A voluntary deferred compensation plan is available.
Positions in the classification are subject to Agency Shop, employees of which are required to join the union or pay an equivalent service fee.
