Job Overview:

The Director – Project Management Office (PMO) is responsible for leading the Tucson Airport Authority’s (TAA) PMO department, its team members, and the organization’s vision for project and program management at TAA. TAA’s PMO is an enterprise PMO (ePMO), meaning that this position and the division work across the organization and with all departments and team members. Responsibilities for this position include managing individual projects and programs, leading organizational project management training and capacity development, coaching/managing Project Managers, and collaborating with executive leadership to implement project management principles and techniques for the successful delivery of TAA projects.

Essential Functions:

The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.

  • Serve as the Project or Program Manager on complex, cross-organizational projects or programs. Ensure assigned projects and programs are initiated, planned, executed, and completed on schedule and within budget.
  • Develop and implement a project management best practice framework for TAA based primarily on Project Management Book of Knowledge (PMBOK).
  • Conduct project management training for TAA team members on a regular basis, as required by role and function through a combination of targeted training, requirements adherence, and individual coaching.
  • Mentor, manage, and lead direct report Project Managers in the TAA PMO, helping to enable success in their role.
  • Chair periodic project review meetings with the TAA’s project team and associated stakeholders.
  • Oversee the design, specification, purchase/development, implementation, and coordination of multiple projects.
  • Manage contracts, project budget (forecast/actual) and project hours with outside vendors and sub-contractors.
  • Perform analysis to support the identification and prioritization of projects that support the TAA’s strategic plan.
  • Analyze the impact of emerging projects to the existing portfolio, and work with functional and project managers to identify alternative strategies (resources, project sequencing, etc.).
  • Manage TAA’s contracts with consultant project management, project controls and special assignment providers.
  • Analyze and report on trends that could have a potential negative impact to other projects functionally or financially.
  • Manage assigned RFP/RFQs for PMO needs.
  • Perform project cost estimating, scheduling, milestone tracking and reporting.
  • Conduct regular stakeholder meetings including project kick-offs, project status reviews, project closure reviews and lessons learned.
  • Provide support to executive leadership by identifying items and/or trends that could affect the prioritization and the allocation of resources to assigned projects and programs.
  • Ensure that new projects are integrated and ranked with other major projects in order to support optimization of funding, resources, and critical business functions.
  • Provide analytics and reporting to executive leadership that enables understanding of assigned projects and program status and trends.
  • Ensure that the PMO provides up-to-date project management tools, templates, best practices, and other resources needed to adhere to the TAA’s policies and procedures.
  • Assure compliance with rules and regulations governing the use of TAA property and facilities and the observance of air traffic and safety regulations during the course of assigned projects.
  • Collaborate with the FAA, ADOT, City or County staff, as necessary, to ensure successful project implementation.
  • Abide by all FAA and/or ADOT grant regulatory requirements.
  • Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after-action emergency de-briefing with appropriate departments and stakeholders.

Your Qualifications: 

  • Bachelor’s Degree from an accredited four-year college/university with major course work in Project Management, Information Technology or Business and a minimum of ten (10) years as a Senior Project Manager or Director managing a portfolio of complex projects and certification by the Project Management Institute (PMI) as a Project Management Professional (PMP) or equivalent. Preferred qualifications include a Master’s Degree in one of the above course works.
  • TAA will consider any equivalent combination of experience and training that provides the necessary knowledge, skills, and abilities sufficient to demonstrate aptitude for the position. 

Required Knowledge, Skills, and Abilities:

  • Knowledge of:
    • Principles and practices of Project Management based on the Project Management Institute (PMI) PMBOK framework.
    • Design principles, techniques and tools used in the production and use of precision technical plans, drawings, and models.
    • The organization’s Strategic Plan, mission, and goals, and how these relate to division, department, team, and individual projects and initiatives.
    • Project management trends in the aviation sector and broader industry.
    • Project and program management best practices.
    • Project budget management tools and spreadsheets.
    • Procurement, contracts and invoice management processes.
    • Contract management principles and practices
  • Skill in:
    • Project and program planning and execution on projects across a variety of discipline areas.
    • Project and program management tools and techniques.
    • Managing consultants and contract resources.
    • Leadership, teamwork, facilitation and meeting administration/control.
    • Negotiation, conflict resolution, persuasion and compromise.
    • Serving as a liaison to facilitate effective communication between the customer, contractor(s), sponsor, task leaders, project team members and stakeholders.
    • Collaborating with functional managers and other Project Managers to ensure all required data for making decisions and for completing required reports is complete and available.
    • MS Office 365, MS Project, PMWeb, MS Teams, and other Project Management systems.
    • Organization, oral, listening, and written communications, proofreading, critical-thinking and multi-tasking.
    • Strategic, analytical, and risk-based thinker. 
    • Taking initiative and being a self-starter.

Licenses; Certificates; Special Requirements:

  • Valid Arizona Driver’s license
  • Meet and maintain the ability to drive airport vehicles on the Air Operations Area (AOA) Non-Movement and Movement Area(s).
  • Must obtain and maintain access to the Security Identification Display Area (SIDA).
  • As an employee, you are deemed to be essential personnel as part of TAA’s emergency response, and must respond to airport incidents, as requested/required.
  • Successfully complete the National Incident Management System (NIMS) (ICS 100, 200, 700 and 800) requirements and certification within the first year of employment.
  • Must maintain the Project Management Professional (PMP) requirements and certification (or equivalent).
