Description
OVERVIEW:Plans, directs, coordinates, and monitors the divisional disaster services program for preparedness and response; serves as an informational resource/liaison to the General Secretary, incident commanders, area coordinators, and Corps officers for the Golden State Division as well as local, state, and federal emergency officials.DUTIES AND RESPONSIBILITIES:
  • Be on-call and deploy anywhere within Central and Northern California
  • Build local capacity through relationships with whole community partners and emergency services stakeholders to address operational gaps and shortfalls
  • Develop and streamline just-in-time, local, and national training for volunteers, staff, and leadership
  • Evolve, implement, and evaluate standard operating procedures and frameworks for ICS compliant Incident Management Teams, deployment/activation, staging areas, resource tracking, planning, communication, and recovery programs
  • Develop EDS departmental, readiness, response, recovery, and training policies to ensure rules and structures guide EDS operations
  • Maintain EDS personnel database available and contact protocols for major disasters
  • Identify multiple EDS points of contact who will represent the division to municipal and state government, state VOAD, local COADs, community nonprofit organizations, regional houses of worship, and regional private vendors depending on location/proximity to that entity
  • Assume responsibility for emergency disaster coordination for The Salvation Army in the City and County of San Francisco, serving on city-wide disaster committees and coordination groups, as agreed in collaboration with the Divisional Secretary for San Francisco (or equivalent)
  • Establish a Master Plan for emergency preparedness training as well as assist in developing response plans for all units within San Francisco
  • Serve as liaison to local, state, and federal officials, local and State VOAD leadership committees, as well as the local and regional FEMA offices; make contacts, offer support; attend meetings. Establish cooperative operations, and maintain working relationships, attain knowledge of all laws and operational procedures relative to FEMA, and secure personnel to represent The Salvation Army Emergency Operation Centers during declared disasters
  • Maintain and update the divisional disaster playbook that reflects the National Response Minute and the Western Territory Disaster Response Minute, and accounts for all divisional personnel, property, plans, and programs, including notification procedures for all personnel, staging area establishment guidelines, mobilization and resource tracking, guidelines for EDS volunteer empowerment, response and recovery services, and annual training and exercises
  • In coordination with territorial headquarters, conduct annual policy group and departmental directors training at divisional headquarters
  • Recruit and train divisional Incident Management Teams (IMT), as well as teams of divisional disaster services volunteers
  • Manage the local teams of Salvation Army Team Emergency Radio Network volunteers (SATERN).
  • Maintain the EDS fleet assigned throughout the division including vehicle maintenance records, and supplies, and ensure Division assets are maintained to the same standard and re-assigned as needed
  • Collect and maintain an inventory of divisional assets that can be utilized during an emergency or disaster, including facilities, commercial kitchens, all vehicles, sheltering space, staging areas, internal/external storage, emergency supplies, and access to labor
  • Collect and maintain an inventory of Salvation Army branded apparel for disaster workers including shirts, hats, lanyards, and bags, as well as TSA signage, including banners and magnetic vehicle placards
  • Order and replenish supplies, equipment, and other resources ahead of the next disaster/fire season
  • Encourage (Require) Corps officers to participate in local disaster response planning meetings, including COAD/VOAD, and other local or state emergency management meetings
  • Monitor all approaching storms or other disaster activity, natural or manmade, informing all divisional EDS units of potential events that might require an EDS response, establish, and maintain contact with incident commanders at first knowledge of impending disaster to provide support, formulate action, and secure information
  • Provide updates to Policy Group (CFC) and Public Relations coordinators to formulate news releases and media information
  • Coordinate and secure approval for the requests for personnel and equipment from other areas
  • Visit disaster sites as necessary for first-hand appraisal to determine the extent and time projections for disaster services
  • Identify and cultivate sources of financial support for EDS supplies and equipment
  • Maintain individual and organizational memberships in appropriate professional organizations
  • Identify gaps and limitations of the Army's responses through After-Action Debriefs and track and implement corrective actions
  • Partnership definition through Memorandums of Understanding with community and regional partners
  • Actively participate in Territorial EDS committees
  • Develop, coordinate, or collaborate on all EDS exercises and events within the Army (Dept. Heads, Policy Group, DHQ EDS Team), with other disaster response partners, and state, federal, and tribal government partners
  • Other related duties as required
EDUCATION AND EXPERIENCE:
  • Bachelor's degree in emergency (required)
  • Experience working in disaster response/recovery
  • Experience participating in community meetings
  • Demonstrated leadership abilities
  • Excellent interpersonal and liaison skills
  • Excellent strategic planning skills and experience in recovery services
  • Good organizational, time management, and communication skills
  • Maintains confidentiality of clients, programs, agencies, and The Salvation Army
  • Experience with public speaking
