Job Description
JOB SUMMARY Marketing and Development of a referral base with funders. The employee will network with local employers to establish and tailor jobs for the individuals served by MVLE. The employee will also network with referral sources and new referral sources to increase the number of people supported throughout the year. Must maintain monthly billable hours ESSENTIAL FUNCTIONS 1.
Employment Development: Responsible for working with employers to create jobs for individuals. Responsible for meeting with employers at least twice a month or as needed to evaluate service delivery and address problems related to service delivery. Networking is a key function and involves developing relationships through school systems, chamber of commerce events, and other opportunities in the local community.

Training: Provide appropriate training, coaching, and support to individuals regarding appropriate work attitudes, work skills, specific individual service delivery, and other duties as needed to help them perform in their position. Collaborate with other Employment Development Specialists on job development creating goals for individuals, and improving individuals' service and employment outcomes. Develop and teach competency-based employment curriculum. Provide disability awareness training to employers, staff, and clients, including Ability One site 3.
Case Management: Responsible for individual case management documentation, including intakes, situational assessments, monthly, quarterly, and annual reports per funding sources and CARF requirements, contract requirements. Responsible for datakeeping in relation to outcome measures. Attend individual meetings and coordinate schedules with the other members of the program services team. Responsible for maintaining documentation for billing auditing and maintenance of client records. Manage Ticket to Work program including referrals, documentation, job development, retention, and billing. Ongoing effective communication with referral sources and businesses is key to success. Completion of all required billing reports per funder requirements is essential.

Ensures strategic recruitment and placement of highly qualified candidates in accordance with budgets and role requirements by meeting with department heads/hiring managers to understand the position as well as business needs. Partner with the business to develop outreach strategies to create a pipeline of candidates to address current and future needs. Manages the recruitment process of all positions throughout your client area. 5.
Liaison: Establish and maintain positive liaison roles with employers, individuals, and families. Serve as liaison with Human Resources, staff, and external and internal candidates with disabilities.

Benefits Planning: Able to recruit, work with, and bill for Ticket to Work or benefits planning through WISA/ WICA certifications. Must maintain all records in compliance with governing bodies.

Bachelor's degree, or college-level courses in Human Services, Behavior Management, Psychology, or a related field is preferred. Certified as WIPA/ WISA/ in Virginia or Maryland or certified to do Ticket to Work is highly preferred.

Work Conditions
  • Conditions may vary based on job sites. Must dress for job sites as required.
Special Schedule
  • The normal schedule is standard business hours Monday-Friday, 9 am-5 pm; At times, must be willing to work in excess of 40 hours per week as driven by operational needs. Weekends/ weeknights may be required with flexibility in hours working due to the needs of individuals and their work schedules.
Travel Demands
  • Occasional travel may be required as needed to support the objectives of business units within portfolio.
Hazards Job Experience
Two - four years of experience working with persons with disabilities in a vocational, residential, or recreational program, or from extensive, relevant personal involvements is required. Customer service and sales experience preferred. A valid driver's license with fewer than -6 points is required. Two - four years of experience working directly with DOL, Medicaid, Vocational Rehabilitation Services, and CARF regulations is required. Experience in behavioral training, placement and recruiting for individuals with disabilities is preferred. Must be a US Citizen to pass and maintain the required clearances and be able to enter secure government facilities.
Certified as WIPA/ WISA/ in Virginia or certified to do Ticket to Work is highly preferred.
Strong knowledge of the Loudoun County area, school system, and businesses is, highly preferred.
