The starting pay range for this position is $28.18-$38.09 hourly

The State of New Hampshire, Department of Health and Human Services, Bureau of Elderly & Adult Services has a part time vacancy for APS Quality Assurance Specialist.

SUMMARY:

To plan, develop, evaluate, and integrate a variety of coordinated quality assurance, improvement, and management systems able to measure objective goals linked to systemic delivery of Adult Protective Services. Provides quality assurance and improvement functions, consultation, and technical assistance to Adult Protective Services to assure integration of quality assurance and improvement initiatives in program management and service delivery. Monitor Adult Protective Services compliance with state and federal regulations and rules.

RESPONSIBILITIES:

Designs and implements comprehensive quality assurance and improvement structured work plans that identify the scope of function and project tasks, including identification of goals, outcomes, and timeframes. Analyzes results, creates reports, and identifies areas in need of improvement.

Develops quality assurance and improvement evaluations that include a collation of data obtained from focus groups, on-site visits, document and case reviews, data analyses, and interviews and are able to identify potential system barriers and strengths to achieving desired outcomes.

Develops comprehensive quality assurance and improvement action plans identifying anticipated system outcomes, measurements, target dates and actual outcomes, and indicate when system gaps and/or barriers have been overcome or are preventing achievement of outcomes.

Prepares and makes formal presentations in order to explain quality assurance and improvement projects and initiatives including analyses, findings, and recommendations.

Analyzes and interprets data in order to enhance the efficiency, appropriateness, and effectiveness of services and programs.

Reviews applicable laws and policies to ensure compliance with state and federal rules and regulations and ensures APS is working towards the goals and objectives of the NH State Plan on Aging.

Develops outcomes and performance measures that will sustain the improvements made as a result of quality assurance and improvement activities. Assesses resource needs to formulate recommendations that assure initiatives can be integrated, operationalized, and accomplished in an efficient, cost-effective manner.

Identifies limitations with the APS database and makes recommendations for improvements in the IT system used by APS.

Identifies and recommends training needs for APS Staff.

Reviews cases APS reports to identify trends that involve clients being served by other areas of the Department.

MINIMUM QUALIFICATIONS:

Education: Master's degree from a recognized college or university with a major study in government, planning, social work, psychology, law, education, or a human services field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years' experience in a government or private agency concerned with services to vulnerable adults. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid driver's license and/or access to transportation for use in statewide travel.

PREFERRED QUALIFICATIONS: Experience providing services to vulnerable adults.
