SALARY RANGE: $70,000 - $75,000 commensurate with education and experience.

GENERAL DESCRIPTION OF DUTIES

Reporting to the Vice President of Workforce Development, the Assistant Director of Career Technical Instruction and Workforce Development is responsible for overseeing Greenfield Community College's (CTI) program initiatives including but not limited to Advanced Manufacturing, Welding, HVAC, Apprenticeships, Information Technology, and other CTI workforce training areas as needed.

For this role, emphasis is placed on the expansion and continuous improvement of CTI program offerings within Greenfield Community College. The Assistant Director of Career Technical Instruction and Workforce Development promotes and supports the college in local and regional CTI program development; employer and industry engagement; regional advisory committees and workgroups; coordination with the MassHire Franklin Hampshire Workforce board; and partnerships with local secondary school districts, including two regional Technical and Vocational High Schools.

Supervisory duties include direct oversight of the Advanced Manufacturing Program Lead and HVAC Program Lead.

EXAMPLES OF ESSENTIAL FUNCTIONS:

  • As a key member of the Workforce Development management team, participates in strategy and decision-making activities to drive revenue and successful participant outcomes in training programs within the trades, manufacturing, and IT industry sector;
  • Conducts ongoing labor market data analysis to evaluate the viability of new and existing programs, regional industry & partner needs, and implements changes to maintain the relevance of CTI programs and services;
  • Develops and oversees the daily operations of vibrant non-credit CTI workforce programs. Ensures that learning activities are conducted safely and according to industry standards;
  • Evaluates training materials, modes of training delivery to optimize training effectiveness, costs, and impacts of CTI workforce training programs;
  • Develops educational pathways that prioritize career & technical instruction (CTI) credentials and certifications that result in direct placement in the workforce.
  • Actively recruits, supervises and evaluates Workforce Development CTI staff and instructors including: prioritizing and assigning work; conducting performance evaluations; ensuring all CTI instructors are well-trained in GCC operating procedures;
  • Provides strategic, innovative leadership in the design, implementation, and continuous improvement of programs and services designed to meet the needs of regional business and industry partners;
  • Manages CTI program budgets to ensure revenue targets are met.
  • Works in collaboration with various funding sources to meet programs objectives, including but not limited to grants. May serve as supervisor or manager for select grants;
  • Researches and initiates individual, corporate and government opportunities as it relates to assigned workforce programming; works closely with the Director of Innovation and Sustainable Program Development to develop proposals in response to funding opportunities involving industry partnerships and to customize training programs for regional employers.
  • Serves as the division's ambassador to the trades, manufacturing, IT, and other industry sectors as assigned by promoting training offers to external audiences of job seekers, employers, community members, and others, as assigned;
  • Provides consultation to local businesses to assess and identify workforce needs, complete gap analysis, construct & propose customized training solutions, and assists with program implementation;
  • Collaborate with the Dean of Workforce Development and the Operations Coordinator to track learner outcomes, implement wraparound supports, and increase access and completion rates for Workforce Development learners;
  • Oversees management of departmental consultant contracts and MOUs/MOAs; assists in developing grant partnerships.
  • Collaborates with K-12 educators, community-based organizations, and MassHire Franklin Hampshire Workforce Board and Career Center to develop and implement programs that support career exploration experiences.
  • Together with Vice President and/or Dean of Workforce Development, undertakes external communications with a range of stakeholders, including funders, employers, service providers and others;
  • In collaboration with the Vice President of Workforce Development, collects, reviews, and analyzes state and regional employment data related to the trades, manufacturing, and IT sectors to inform partnership development and program design and delivery; implements assessment projects to also help guide program design and delivery;
  • Works collaboratively in a diverse, inclusive and student-centered environment;
  • Travel to and from events, meetings, conferences, etc. to represent GCC at regional and state meetings and to community and workforce partners, as required;
  • Occasional evenings and weekends may be required.

Job Requirements:


MINIMUM TRAINING AND EXPERIENCE*:

  • Bachelor's degree or equivalent work experience in management-level roles in relevant industry sectors;
  • At least three years of supervisory/managerial experience;
  • At least three years experience in project management and/or grant management with demonstrated ability to manage many administrative tasks at once and prioritize activities in a fast-paced environment;
  • Demonstrated ability to build trusting and collaborative working relationships with external businesses, agencies, the public, and the academic community;
  • Excellent communication skills, including interpersonal, presentation and written skills that facilitate the advancement of program and departmental goals;
  • Evidence of using strong organizational skills, including consensus building, program planning and administration, fiscal management, professional development and support for staff;
  • Strong word processing, database, presentation, and desktop publishing and other software skills; and
  • Demonstrated dedication to diversity, equity, inclusion, and belonging.

PREFERRED QUALIFICATIONS:

  • Master's degree in education, business administration or related field from a regionally- accredited college or university;
  • College level/adult education teaching or training experience including curriculum development;
  • Experience with designing educational programming and/or collaborating with subject matter experts to design and deliver training to adult learners;
  • Experience with supervision and development of instructors and trainers;
  • Demonstration of strategic thinking, entrepreneurial and innovative leadership skills;
  • Coordination of educational or training program delivery;
  • Grant management experience; and
  • Familiarity with the college's service area and community and industry partners.
