Minimum Qualifications
Candidates must be reachable for appointment on the current Civil Service eligible list for Nutrition Services Administrator 2.
OR
TRANSFER:
Candidates must have one year of permanent service as a Nutrition Services Administrator 2 and be eligible for transfer; OR be eligible to transfer via Section 70.1, 70.4 or 52.6 of Civil Service Law.
OR;
In the absence of an eligible list, an appointment may be made on a provisional basis.
Provisional Promotion Opportunity: Candidates who meet the following promotion qualifications may be provisionally appointed:
Either one year of permanent competitive or 55b/c service as a Nutrition Services Administrator 1 OR two years of permanent competitive or 55b/c service as a Dietitian 2;
AND
Either 1. current registration with the Commission on Dietetic Registration (CDR) as a Registered Dietitian (RD);
Or 2. a New York State Education Department (NYSED) certification in dietetics-nutrition AND completed a minimum of an additional 400 hours* of supervised dietetics practice under the supervision of an RD.

On your application you must provide the name of the institution where you obtained the additional hours; the name of your supervisor; and your supervisor's qualifications.
Provisional Open Competitive Opportunity:
Candidates must have completed three years of post-registration/certification professional administrative experience** in a food or nutrition program of which one year MUST have included supervision.
AND;

Or 2. a New York State Education Department (NYSED) certification in dietetics-nutrition AND completed a minimum of an additional 400 hours* of supervised dietetics practice under the supervision of an RD.

Substitution: A master’s degree in public health, public administration, health administration, health services administration, health education, community health, nutrition, or dietetics may be substituted for one year of the required professional administrative experience**.
Professional administrative experience is defined as duties focused on planning, coordinating, and supervising in a community-based, residential, hospital, or institutional nutrition services program that includes one or more of the following program components: food distribution, food production, clinical dietetics, outpatient nutrition services, or quality management services.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Duties Description
As a Nutrition Services Administrator 2, you would organize and direct the total food service program and clinical dietetic programs at State facilities and oversee dietetic services in community-based residential settings. Incumbents supervise professional Dietitians; assist in developing food service policies and procedures relating to resident treatment and care; develop and participate in quality assurance and improvement practices related to nutrition services; plan for the nutritional and dietetic needs of a specialized population by providing balanced diets that specifically address each patient’s needs; serve as nutrition services liaison and educator for medical, clinical, administrative, residential, and program staff as well as local voluntary agencies on subjects related to nutrition services as requested; and serve as an administrative and clinical liaison for the facility or community-based program.

Background Investigation/Justice Center Review:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
