The Hazardous Waste and Toxics Reduction program within theDepartment of Ecology is looking to fill a Records Management Coordinator (Forms and Records Analyst 2) position.

Please Note:
The work associated with this position is anticipated to last two years, after which the incumbent would have the layoff rights of a permanent state employee.
This position is located in our Headquarters Office in Lacey, WA.

Upon hire, you must live within a commutable distance from the duty station.
In this position, you will be the lead Records & Information Management Coordinator for the HWTR program at HQ. You will provide guidance to staff and managers and offer consultation and training on records retention, migration, transfer and disposition. You will be the program’s expert on records and use project management skills for agency wide projects related to records management.

Program Mission: We protect Washington’s residents and environment by reducing the use of toxic chemicals, safely managing dangerous waste, preventing new contaminated sites, and cleaning up contamination. We’re national leaders in minimizing and eliminating the impacts of toxic chemicals and hazardous waste.
Tele-work options for this position:This position will be eligible for up to a 60% tele-work schedule.Applicants with questions about position location options, tele-work, and flexible or compressed schedules are encouraged to reach out to the contact person listed below in “other information.” Schedules are dependent upon position needs and are subject to change.

Duties

What makes this role unique?

In the Hazardous Waste and Toxics Reduction program we do cutting-edge work to reduce toxic chemicals in the environment and consumer products. This position specializes in records management for the program and its projects. You will work closely with a variety of employees regarding specific records challenges, managing records within our legal obligations. You will work with an agency-wide team of records specialists to ensure consistency and help with development of agency policy and procedure related to records management.
What you will do:
  • Provide professional and technical advice to program executive managers regarding records operations affecting programs agency wide.
  • Assist in the development and implementation of processes and policies for monitoring and measuring compliance within the program with respect to the production, management, and disposition of paper, electronic, and cloud-based records.
  • Be responsible for the collection, organization, and documentation of physical records prepared for long term storage to the State Records Center or State Archives in accordance with the State General or Ecology specific retention schedule.
  • Provide initial and continual records management training to program staff regarding email management, identifying archival versus transitory records, and individual record management responsibilities.
  • Identify training needs for program staff in all aspects of records and information management, including cloud applications and Microsoft 365.
  • Perform off-boarding consultations with departing personnel and their supervisors to ensure proper transfer and cleanup of essential Ecology records.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
A total of five years of experience and/or education as described below:
Experience: Involving forms and/or records management.
Education: Involving a major study in business administration, accounting, industrial engineering, or a related field.
