The Department of Natural Resources (DNR) has an exciting opportunity within our Office of Finance, Budget & Economics (OFBE). OFBE is looking for a permanent Budget Analyst 4 to provide budget planning and management services across the agency.

We will hire at a level commensurate to our below requirements and train you to be an expert in your field as a Budget Analyst 4.

The OFBE Budget Team works to ensure that program activities and funding fit within the broader context of the DNR's mission and goals. As a member of the team, you will work to support financial compliance with state and federal laws, regulations, and reporting requirements, and facilitate the operational effectiveness and financial stability of the Agency's Programs. As a DNR Budget Analyst, you'll be involved in budget planning, budget development, projections, analysis, and monitoring for agency programs and initiatives. You will serve as a strategic budget expert, providing leadership, research, analysis, and recommendations on complex and often unprecedented budget issues that have budget, policy, and natural resource impact.

The successful candidate is eligible for partial teleworking but should expect to work in the office during the probationary period.This position is a key player in the responsible management and expenditure of over $1,077 million in operating funds and over $404 million in capital funds. As an Employee and Enterprise Services Budget Analyst, you will have the lead responsibility for developing cost allocation budgets, administrative office budgets, and equipment, fleet, and facilities Operation & Maintenance budgets. Additionally, this position has primary responsibility for providing strategic budget advice to agency staff and managers working on budget requests and fiscal notes. This responsibility includes written recommendations on how these documents will best serve the program and agency. This expertise is heavily relied on so that the agency has a documented plan to keep within its expenditure authority, and for business decisions impacting programs and the agency, including budget requests, fund management, and how to implement budget reductions. This position is responsible for ensuring agency budget development products and fiscal notes for the legislature are consistently accurate, clear, and compelling which is critical in maintaining the agency's credibility and obtaining optimal funding. This position is also responsible for monitoring program budget management and accurate and timely reporting on budget and performance. This position is critical in identifying potential issues, analyzing problems, recommending solutions, projecting consequences of actions, and implementing actions to support agency and program goals. This position must decide if funding is available for planned or proposed expenses and activities and if the expenses and activities are eligible and appropriate for the funding. This work is performed at the agency level to achieve a uniformly high level of operational efficiency and consistency.

Responsibilities:

* Collaborating with managers to build meaningful and actionable budgets and then actively advise on implementation status and suggested modifications to the plan.

* Reviews and writes agency Decision Packages and Fiscal Notes and answers questions from the Governor's Office and the State Legislature. These communications require the ability to use persuasive and technical writing skills for credibility.

* Manages all aspects of DNR budget activities (operating and capital) for Employee and Enterprise Services Programs.

* Consult and train DNR program staff in budget processes.

* Conducts in-depth analysis of budget issues as assigned by the Administrative Services Budget Manager and/or Budget Director.

This may be filled as an in-training position. This is designated as a 12-24 month training plan. If you complete all elements of the training steps in a shorter amount of time, we may waive the remainder of the time required. Depending on qualifications, candidates will be considered as Budget Analyst 3/BA4 In-Training or Budget Analyst 4.

Budget Analyst 3/BA4 In-Training

(Salary range: $4,723 - $6,349 per month):

* Bachelor's degree in business, public administration, accounting, economics, or statistics;

OR a combination of education and/or experience equivalent.

* Knowledge of the state budget process including biennial appropriation requests, developing and building a state budget request, and allotment requests.

* Knowledge of the State Allotment System (TALS) and Agency Budget System (ABS)

* Knowledge of budgeting systems including allotments, variance reports, performance measures, and activity-based budgeting.

* Knowledge of Microsoft Excel, Visual Basic/Excel macros, PowerPoint, Financial Reporting Software, and Systems.

* Knowledge of Cost Allocation Methodologies.

Budget Analyst 4

(Salary range: $5,615-$7,552 per month):

* Bachelor's degree in business, public administration, accounting, economics, or statistics AND two years of professional experience in budgets, management, or program analysis;

OR a combination of education and/or experience equivalent.

* Knowledge of the state budget process including biennial appropriation requests, developing and building a state budget request, and allotment requests.

* Knowledge of the State Allotment System (TALS) and Agency Budget System (ABS).

* Knowledge of budgeting systems including allotments, variance reports, performance measures, and activity-based budgeting.

* Knowledge of Microsoft Excel, Visual Basic/Excel macros, PowerPoint, Financial Reporting Software, and Systems.

* Knowledge of Cost Allocation Methodologies.

* Demonstrates initiative and develops fresh ideas that provide solutions to all types of workplace challenges.

* Leadership experience and skill as demonstrated by influencing and working effectively with others, obtaining cooperation of other departments and internal staff, displaying initiative in finding better solutions, following through by communicating decisions, and taking action.

Special Requirements and Conditions of Employment:

* The position's assigned duty station is the Natural Resource Building in Olympia. The work is performed in an office setting.

* Occasional travel will be required to region offices or training.

Desired Qualifications:

* Master's degree in business, public administration, accounting, economics, or statistics and five to six years of professional experience in budgets, management, or program analysis.

* Knowledge of the state budget process including biennial appropriation requests, developing and building a state budget request, and allotment requests.

* Knowledge of the State Allotment System (TALS) and Agency Budget System(ABS).

* Knowledge of DNR budgeting systems including DNR spending plans, variance reports, performance measures, and activity inventory.

* Knowledge of relational databases, Visual Basic/Excel macros, PowerPoint, Enterprise Reporting, and Web Intelligence.

* Leadership experience and skill as demonstrated by influencing and working effectively with others, obtaining cooperation of other departments and internal staff, displaying initiative in finding better solutions, following through by communicating decisions, and taking action.

* Demonstrated experience of fiscal accountability by following finance regulations, principles, standards, and guidelines when committing financial resources or recommending options for budget transactions.
