Under general supervision, this position is responsible for all substance use-related grant and contract oversight within the Injury and Substance Abuse Prevention section to include: researching funding opportunities, coordinating and submitting grant applications, communicating and preparing reports for grantors, preparing and monitoring budgets and contracts, ensuring grantee invoices are submitted and processed in a timely manner and ensuring all grant-related programmatic deliverables are met. Position is also responsible for the supervision of overdose and ACES prevention staff.

Serves as Injury and Substance Abuse Prevention Section point-of-contact for substance use prevention-related grant funding and activities. Responsible for meetings with funders and internal/external partners to monitor overdose and ACES prevention activities, ensuring grant-related deliverables are being met. Responsible for all grant reports to include, but not limited to, annual progress reports, technical reviews, continuation applications, annual and interim FFRs and ad hoc requests for information. Meets with budget liaison at least monthly to ensure funds are being spent and develops spending plans to ensure carryover funds are spent and/or committed.
Supervises overdose and ACES prevention staff to include, but not limited to, development of educational messaging, work with internal/external partners in the implementation of prevention activities, facilitation of contracts and subsequent monthly invoicing.
Oversees report and update of Annex 2 of the Opioid Emergency Response Base Plan. Participates in weekly meetings of the Opioid Emergency Response Team, rapid response team. Serves as Department of Public Health Manager for the Public Health Analyst assigned to South Carolina.
Works with internal/external partners to research, coordinate and submit grant applications. Supports the implementation of data-driven, evidence-based and promising strategies. Works with partners to align activities, support work and leverage resources with a shared risk and protective factor lens. Other duties as assigned.
Minimum and Additional Requirements
State Minimum Requirements: A bachelor's degree and relevant program experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications
A master's degree in health or a related field, plus at least three years in public health and experience writing, obtaining and managing grants; or a bachelor's degree and at least five years in public health and experience writing, obtaining and managing grants is preferred. Supervisory experience is preferred.

This position is part of the South Carolina Department of Health and Environmental Control's Injury and Substance Abuse Prevention Section/Bureau of Chronic Disease and Injury Prevention. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
