Reporting to the Sr. Financial Compliance Auditor, the Financial Compliance Auditor, in conjunction with the Sr. Financial Compliance Auditor, works closely with programs, legal compliance, and finance staff including field offices (domestic and international), and most importantly with recipients of federal grant sub-awards (affiliates) on all matters related to financial compliance and internal controls.

The Financial Compliance Auditor will be responsible for helping monitor LIRS' affiliates and ensuring each of them is in compliance with the federal regulations listed in 2 CFR 200 and corresponding partner MOUs and Agreements. The successful applicant will help identify which affiliates are the riskiest financially and help the Sr. Financial Compliance Auditor collaborate with LIRS' Headquarters, Affiliates, and Field Offices to ensure that rules and regulations are adhered to, and adequate internal controls are in place to mitigate risk. This position can be remote with occasional trips to Baltimore as needed.

DUTIES

  • Perform risk assessment on proposed sub-awardees and annual risk assessment on existing sub-awardees (affiliates), in accordance with 2 CFR 200.
  • Conduct and perform regular structured field and desk audits of recipients of sub-awardees (affiliates) following a well-defined audit program on a regular basis.
  • Review sub-awards and supporting financial documentation and provide guidance to program and field office staff on sub-award management.
  • Coordinate with the grants finance team to contribute as needed and provide compliance and financial risk input on monitoring affiliates' invoice submissions.
  • Ensure internal subaward management policies are maintained, and updated, and segregation of duties at all times.

QUALIFICATIONS

  1. Bachelor's degree in accounting.
  2. Working towards or currently possessing an active CPA license.
  3. At least one year of internal audit or public accounting experience is preferred or 2-3 years of relevant experience in general finance and accounting.
  4. Familiarity with 2 CFR 200 and financial audit and review of contracts and agreements.
  5. Demonstrated ability to understand and utilize audit programs, internal control assessments, flowcharts, and other relevant tools for assessing and mitigating financial risks.
  6. Ability to effectively communicate audit findings both orally and in writing.
  7. Ability to build strong relationships and to accomplish work through others.
  8. Attention to detail and follow-through a must
