State of Iowa - Executive Branch is Hiring an Education Program Consultant Near Des Moines, IA

Job DescriptionServe as Education Program Consultant in the Bureau of Educational Examiners and provide support to the Executive Director and the Board of Educational Examiners. This includes:
  • Receiving and responding to requests for information regarding licensure, endorsements and related issues through electronic correspondence, telephone and in-office visits; Making decisions on applicant’s eligibility and evaluation documentation for practitioner licensure and endorsements based on the Code of Iowa and Board of Educational Examiners, Administrative Code and federal guidelines and regulations; Researching non-Iowa preparations programs and licensure to determine alignment with Iowa’s Code and Administrative Rules and eligibility for licensure; Collaborating with Board of Educational Examiners Staff, Executive Director and Attorney for clarification and interpretations of Code and Administrative Rules; Responsibilities include Teacher licensure, Driver’s Education and all forms of Administrative licensure
  • Coordinating, interpreting and conferring with school district professional staff, administrators, college/university and preparation programs regarding licensure and endorsement requirements, assignment requirements, and state reporting regarding compliance and program approval requirements for licensure and endorsements with provisions of the Code of Iowa, Board of Educational Examiners, Administrative Code and federal guidelines and regulations
  • Providing licensure and ethics guidance via online, in-person presentations, phone and email to coaches, student teachers, college staff, pre-service and in-service administrators, recommending officials and pre-service in-teachers; serving on task forces and attending professional conferences and meetings to address specific issues and problems related to practitioner licensure
  • Preparing reports and compiling records in collaboration with the Executive Director, statistics and other educational data as needed or requested by external entities; Participating in Iowa Administrative Code development
8:30 A.M. – 4:30 P.M., Monday – Friday, with some in and out of state travel, nights and weekends
Desirable Qualifications
  • Master’s degree, Ph.D., or Ed.D.
  • Experience as a PK-12 teacher or administrator
Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements will be placed on the eligible list. Selectives160 Teaching/Training6 months experience, 12 semester hours, or a combination of both in instructing students individually or in groups – this includes preparing materials, delivering material (i.e., lectures, presentations, demonstrations), keeping records of student progress and communicating progress to students
AND
186 Education6 months experience, 12 semester hours, or a combination of both in education, instructional design, or a closely-related field.
AND
200 Possession of a Valid Iowa Teaching CertificateMinimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
  • Professional training, teaching, or counseling experience in an educational setting;
  • Professional administrative experience in an educational setting;
  • Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;
  • Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;
  • Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
  • A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
  • Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
  • Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.

Additional Qualification Requirements
  • Iowa Teaching licensure with at least one teaching endorsement;
  • Knowledge and experience in curriculum development;
  • Knowledge and experience in Board of Educational Examiner statutes; Knowledge and experience in working with education standards;
  • Knowledge and education in monitoring national research on programs assigned;
  • Working knowledge of a traditional preparation program;
  • Proficient in reading, writing and oral communication, creative thinking, decision making, reasoning, problem-solving, teamwork, self-management, planning and evaluation, technology applications;
  • Knowledge current teaching methods and techniques and principals of education
