The Center of Excellence Bureau is hiring Human Services Program Specialists in the Wraparound Competency center. In this position, you will have the opportunity to be part of a program that seeks to empower some of the highest-risk youth and families in Idaho to take the lead in achieving their personal goals and vision through the help of a supportive team. The work will be completed in a hybrid fashion, some in-person work and some remote work. This position is hub based, located in the Southwest Hub. On a statewide level, the Human Service Program Specialist will provide subject matter expertise for Wraparound, training, mentoring, coaching, and technical assistance in Idaho WInS (Wraparound Intensive Services), Idaho's high-fidelity model of Wraparound, an Intensive Care Coordination practice. They will evaluate and support Wraparound Care Coordinators in achieving high fidelity in Wraparound delivery. These staff help gather data to measure statewide outcomes and assist CoE Leadership in using this data to educate and advise state and local policy makers. These positions serve as a Subject Matter Expert in assisting CoE Leadership in the promulgation of administrative code when needed, and development and implementation of standards and manuals that support the Wraparound practice. Telework is allowed. Some travel is required to complete job duties i.e. trainings, coaching etc. Coming into the office to attend staff trainings will be required at times. Develops coaching plans for Wraparound Care Coordinators. Provides technical assistance to Wraparound Coordinators, community, and state level stakeholders on IWInS, fidelity, outcomes, resolving concerns and as a subject matter expert provides support to the YES system of care. Supports the Departments mission, vision, and values. Uses standardized tools for monitoring fidelity to Wraparound and to evaluate quality practice. Provides reviews of plans of care, record reviews, or review of data. Will synthesize information to develop a plan for action such as an individual coaching plan or a quality improvement plan. Works in collaboration with system partners to evaluate the IWInS program and implement quality initiatives. MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications AND specialty minimum qualifications below to pass the exam for this position. Considerable knowledge of social, psychological, or rehabilitative services, principles and methods. Typically gained by a Bachelor's Degree or higher in a behavioral/social science, social work, psychology, psychosocial rehabilitation or closely related field. OR State licensure as a Registered Nurse pursuant to the Nurse Licensure Compact, Idaho Code 54-1418. Experience working with public social/rehabilitative service delivery systems. Typically this requirement is met through at least one year of professional experience working with more than one element of integrated services. These systems include integration of services with United Way, private/public sector agencies, courts, law enforcement, corrections, vocational rehabilitation, schools, universities and other consultation and assistance services/programs. Experience planning, implementing and overseeing a community-based social/rehabilitative service program to include community organization. Typically this requirement is met through leadership experience participating in a community effort to plan, implement and oversee a social/rehabilitative service program. Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants. Experience in care coordination or case management practice. Typically gained by at least one year providing care coordination such as Targeted Care coordination or Case Management. Skill presenting to adult groups in a structured learning situation. Typically gained by at least one year providing trainings, presentations, leading meetings in-person or web-based. Experience using the CANS in developing treatment plans and measuring client outcomes.Typically gained by current CANS certification or certification in the last two years and knowledge of using the CANS to address identified needs in treatment planning.
