The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Manatee County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its efforts and its vision To be the Healthiest State in the Nation. Your Specific Responsibilities:

This position spends a majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This position is highly responsible leadership position, requiring the ability to manage those who possess extensive knowledge of epidemiology, communicable and infectious disease prevention and control, environmental health and Facilities. This position must demonstrate effective decision-making and problem-solving skills, reporting directly to the County Health Department (CHD) Administrator. The incumbent provides general supervision to supervisory- level staff and others assigned; and is responsible for management, fiscal, and administrative oversight of Epidemiology, Environmental Health, Facilities and HIV/AIDS services. The incumbent represents the agency, its mission and values and is expected to promote the agency’s ICARE values (Innovation, Collaboration, Accountability, Responsiveness, Excellence) in a diverse environment.

As the Senior Leader for the Division of Disease Control and Prevention you are responsible for assuring that there is written information security and privacy procedures to ensure consistent handling throughout the FDOH or program office.

Serves as a member of the CHD’s senior leadership team with responsibility for setting strategic direction; creating an environment for customer engagement, innovation, continuous improvement, and high performance; integrating programs and services to meet current and future organizational needs; and ensuring management and fiscal accountability,

Develops criteria and standards for quality services. Reviews and updates all policies and procedures annually to assure consistency with the law and with communicable disease control and environmental health practice standards. Plans, supervises and evaluates workloads, work flow, work processes, work objectives, and time utilization with staff. Coordinates training for employees in Blood borne Pathogens and Biomedical Waste. Monitors and evaluates processes, efficiency and productivity. Adjusts programmatic strategies as indicated by community needs and agency resources.

Communicates regularly with staff in order to establish and review goals and objectives, plan activities, evaluate work accomplishments and develop skills and competencies. Coach’s employees to improve quality and quantity of work performed; communicates on a regular basis with employees, both individually and in staff meetings. Establishes evaluation criteria and job responsibilities. Trains, counsels or disciplines as necessary, approves or disapproves leave and recruits for vacant positions. Conducts quality improvement activities, evaluates programmatic compliance and employee performance in order to meet objectives and maintain program uniformity. Develops solutions to operational problems.

Ensures monitoring and reviews for community disease control, Facilities, and environmental health activities are conducted; provides consultation and assists in the coordination of activities with other organizational entities within the department and the community, provides statistical information for program analysis, planning and budgeting. Coordinates the collection of data and compilation of reports. Maintains current knowledge of changes in the laws and regulations that govern program activities; keeps staff and others apprised.

The incumbent is responsible for the supervision of facilities maintenance department. A major role is establishing and maintaining links between preparedness, emergency response, and facility management.

Manages epidemiological investigations, surveillance and contact follow-up. Directs, coordinates, and oversees administrative and technical aspects of disease control programs such as Epidemiology, HIV/AIDS, Environmental Health programs and Facilities Maintenance. Oversees the overall planning, direction and execution of disease control, environmental health Facility Maintenance programs within area of responsibility including, but not limited to hiring and selection, developing performance plans, conducting performance appraisals, participating in general policy formulation and implementing and administering program budgets.

Performs duties as Public Information Officer in all communicable disease areas. Communicates professionally and quickly to all media and community inquiries.

Attends local and state meetings/trainings appropriate to areas of responsibility. Serves as a resource for hospitals, health care providers and other community entities in the prevention and control of communicable and infectious diseases.

Performs other emergency and related duties as assigned by the CHD Administrator.

Prepare disaster response plans including Comprehensive Emergency Management Plan (CEMP) annex and COOP.

Confidential information includes the client's name, address, medical, social, and financial data and services received. This employee shall ensure that clients are afforded privacy, confidentiality, and dignity.

 Required Knowledge, Skills, and Abilities:

  • Knowledge of administrative and management principles/practices.
  • Knowledge of epidemiology principles and processes for prevention and control of infectious and communicable diseases, including disease surveillance.
  • Knowledge of environmental health principles.
  • Knowledge of needs assessment techniques and quality service standards.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to analyze community needs; plan, organize and direct program activities.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to collect data and prepare reports.
  • Ability to work cooperatively with others.
  • Skill in the use of Microsoft computer programs
