Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: Under general direction, manages, administers, and leads project teams in the planning and construction of capital renewal projects at operational transit facilities; ensures that projects are delivered within time and budget constraints and in full compliance with ST, local, state, and federal policies, procedures, rules, and regulations; plans, develops, and manages project scopes, schedules, and budgets; interfaces and works cooperatively with other Agency departments to implement and support Agency-wide programs and to obtain consensus and approvals related to projects; ensures payments to contractors are proper, timely and change management of costs is proper and well documented.

ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Leads renewal, major maintenance, renovation, and related construction projects through all phases of the project lifecycle at operational transit facilities; manages multiple assigned projects concurrently; develops project scope of work, independent cost estimates, and schedules; ensures projects adhere to all applicable codes, design, permitting, and operational requirements.
• Organizes, supervises, and leads teams for complex major maintenance and related construction projects, ensuring adherence to quality, budget, and schedules; plans, prioritizes, assigns, reviews and participates in the work of staff and matrixed Agency subject matter experts; identifies, reviews, recommends, and allocates approved resource needs.
• Procures consultants and contractors for projects; evaluates and determines project resource needs, scopes, and appropriate construction project delivery method; coordinates and tracks contractor work activities; presents contracts and amendments to Agency oversight bodies. 
• Forecasts future project work for budget and schedule purposes; manages project budgets; develops forecasts for project costs and monitors expenditures and cash flow.
• Develops and monitors project schedules; reviews work sequences, interfaces, and time durations in schedules to identify potential conflicts and minimize operational impacts; analyzes design and construction risk factors and develops methods to minimize and control risk; provides recommendations on how to complete work within schedule and operational constraints. 
• Ensures contract compliance to technical plans, scope of work, and specifications; reviews deliverables, submittals, requests for information, and field clarifications; verifies quality control to ensure compliance and accountability with contract documents; performs site inspections of work in progress and verifies construction work is completed.
• Reviews contractor pay applications, change orders, and provisional sum allocations for entitlement, accuracy, and adherence to contract requirements; works with Agency staff to issue clarifications on contract documents and requirements; negotiates contracts and change orders.
• Ensures personnel are oriented in department procedures, safety practices, systems operations, and other governing regulations; reviews safety issues prior to the start of projects. 
• Maintains project records concerning planning, design, and construction; documents and maintains contractor records concerning work performance; analyzes, tracks, and reports on trends in project development, schedule, and budget. 
• Responds to and resolves inquiries and complaints related to project activities; collaborates with project partners, local agencies, and jurisdictions during project development and construction; provides periodic after-hours support for project oversight and emergency response.
• Creates project work flow diagrams that outline all tasks, approvals, roles, and responsibilities; develops meeting agendas, leads meetings, and compiles meeting notes for follow up; prepares and delivers reports and briefings on project profiles and status.
• Identifies and coordinates engineering, permitting, and other support as necessary for project development and execution; manages design progress including budget and project milestones; reviews design studies, plans, and specifications at all stages of design; provides technical expertise through recommendations for better design, quality control, and constructability; gathers input from stakeholders and ensures resolution; recommends methods to control project risk.
• Negotiates and mediates competing project goals and expectations with internal and external stakeholders including local cities and the surrounding communities; negotiates agreements with project partner entities; defines project partner roles, responsibilities, and contributions. 
• Manages, develops, and implements process improvements to improve project management efficiency, quality, customer satisfaction, collaboration, and consistency; leads working groups to implement Agency programs and initiatives.
• Coaches and trains staff; manages employee relations; manages the workflow and prioritization of projects; measures the performance of the division and staff; develops developmental work plans; implements or recommends corrective actions. 
• Provides support to the department and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Construction Management, Engineering, Architecture, Project Management, or closely related field and five years of experience in managing the delivery of construction projects, preferably in an operational transit/transportation related environment; OR an equivalent combination of education and experience. Experience managing the delivery of major rehabilitation and renewal projects in an active operating environment, procurement/contracts management, building design work and construction administration preferred.

Required Licenses or Certifications:

• Valid state driver’s license. This role will perform inspections on construction sites, stations, and facilities, including locations that are not currently served by transit. Driving an agency vehicle will be necessary to perform inspections along our full alignment.

Physical Demands / Work Environment:

• Work is performed indoors and outdoors throughout the service area of King, Pierce, and Snohomish Counties.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, infectious disease, and extreme noise when conducting site visits and working in the field. 
• Work near/adjacent to active rail and bus lines.
• This position may work nights and weekends to complete tasks during non-revenue service hours.
• Possibility to be on-call on a rotating basis, work off hours during special projects, and support recovery efforts during severe weather events.
