Serco North America is Hiring a Mid-level Systems Engineer Near Washington, DC

Position Description

Join Serco as a Systems Engineer supporting the Expeditionary Sea Base (ESB), Expeditionary Fast Transport (EPF), Submarine Tender (AS(X)), or similar non-combatant Class Ships, Research & Development (R&D) for Maritime Prepositioning Force (MPF), SEALIFT, and Naval Operational Logistics (OPLOG) Technologies. ESB ships are highly flexible platforms that support various military operations such as Airborne Mine Counter Measures (AMCM), Special Operations Force (SOF) operations, Crisis Response Sea-basing (e.g., Special Purpose Marine Air Ground Task Force), Intelligence, Surveillance, and Reconnaissance (ISR) and Unmanned Aviation Systems (UAS) operations. Acting as a mobile sea base, they are part of the critical access infrastructure that supports the deployment of forces and supplies to provide prepositioned equipment and sustainment with flexible distribution.

This position is contingent upon your ability to obtain and maintain a DoD Secret level clearance post-employment.

The ESB ship class has a flight deck with four aviation operating spots capable of supporting MH-53E helicopters; accommodations; workspaces; and ordnance storage for embarked forces, enhanced command, control, communications, computers, and intelligence. These ships also feature a reconfigurable mission deck area to store equipment, including mine sleds and Rigid Hull Inflatable Boats. EPF ships are shallow draft, all aluminum, commercial-based catamaran capable of intra-theater personnel and cargo lift, providing combatant commanders high-speed sealift mobility with inherent cargo handling capability and agility to achieve positional advantage over operational distances. Bridging the gap between low-speed sealift and high-speed airlift, EPFs transport personnel, equipment, and supplies over operational distances with access to littoral offload points including austere, minor and degraded ports in support of the Global War on Terrorism/Theater Security Cooperation Program, Intra-theater Operational/Littoral Maneuver and Sustainment and Seabasing. EPFs enable the rapid projection, agile maneuver and sustainment of modular, tailored forces in response to a wide range of military and civilian contingencies such as Non-Combatant Evacuation Operations, Humanitarian Assistance and Disaster Relief. AS(X) is the follow-on class of submarine tenders that will replace the two tenders currently in service. These auxiliary ships will support U.S nuclear-powered attack submarines (SSN), nuclear powered ballistic missiles submarines (SSBN) nuclear powered guided missile submarines (SSSGN) and submarine emergency response requirements. These ships support emergent nuclear and non-nuclear repair, resupply, reaming and other associated functions for submarines.

You will be part of a team evaluating and managing the design, construction, testing, and delivery of new amphibious and expeditionary ships and sustaining existing fleet assets. Our team is led by a Program Manager having a decade of experience working in the DoD and Shipbuilding Industry. Our Naval Acquisition and Sustainment Operation, which is part of Serco's Maritime Engineering, Technology and Sustainment (METS) business, provides critical services to nearly all U.S. Navy surface ships and craft, supporting new construction, repair, maintenance, modernization, and sustainment. You will work closely with Government, maritime industry professionals, and other support personnel. In this role, you will:

  • Provide direct support to PMS 385, Strategic and Theater Sealift Program Office.
  • Staffs all taskings from the applicable Principal Assistant Program Manager (PAPM) associated with design, contracts, production, and post-delivery issues.
  • Provide technical and management support for PMS 385 engineering efforts for the PMS 385 Systems Integration Manager (SIM) and the SEA 05 System Design Managers (SDMs) throughout the development, design, production, delivery, and testing phases of ship construction.
  • Provide technical support for introduction, development, and fielding in the areas of Ship Design/Hull, Mechanical and Electrical, Combat Systems, C4I systems, Aviation Integration and Mission Package Integration.
  • Provide engineering, analysis, and technical studies support. Review and assist in the Government’s evaluation of development studies and production execution. Assist in the Government’s evaluation and validation requirements traceability for operational requirements, performance requirements, Measures of Performance (MOPs) and Measures of Effectiveness (MOEs).
  • Perform risk analyses and assessments of proposed alternatives. Assist in the development and evaluation of plans, procedures and processes for Navy Certifications and Verification and Validation, as they relate to the elements of the system design.
  • Conduct independent system engineering analyses to identify and recommend resolutions to emergent issues. Analyze system functionality and requirements development. Perform interoperability assessments as required.
  • Support the PAPM at executive levels within the government and other contractor organizations, including major program reviews, inspections, conferences, and other program evaluations and major milestone events.
  • Interact frequently between the program office, supporting government offices, other contractors, and higher headquarters mid to upper-level staff.

Qualifications

To be successful in this role, you will have:

  • A bachelor’s degree and 2 years of related experience.
  • A current DoD security clearance or be able to obtain an Interim Secret clearance post-employment. 
  • United States (U.S.) citizenship.
  • Be able to provide technical analyses and services for ship design, naval architecture, marine engineering, and integrated systems engineering for Hull, Mechanical and Electrical (HM&E) systems issues including Aviation IPTs and certifications.
  • Be able to provide technical analyses and services for Combat/C4I /Aviation Systems integration including evaluating and advising the Government of risk areas, risk mitigation opportunities, and opportunities for commonality. Provide assistance for the risk reduction of network and software integration.
  • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
  • Ability to support activities in a shipyard or naval facility. Some work will occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials. Walking and climbing throughout the ship, to accomplish ship checks, validations, or loadouts, will be required. Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
  • Ability to travel 10% to support activities in a shipyard or naval facility or onboard ship while underway.

Additional desired experience and skills:

  • Relevant U.S. Navy or U.S. Coast Guard experience in ship and/or landing craft acquisition experience is desired. Relevant amphibious warship ship and/or landing craft acquisition experience within a PEO Ships program office is ideal and will be given preference over others.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) certification is desired. Project Management Professional (PMP), Certified Associate in Project Management (CAPM), PMI Risk Management Professional (PMI-RMP), PMI Scheduling Professional (PMI-SP), or PMI Professional in Business Analysis (PMI-PBA) certification is desired.
