The Supervisory Education Health Care Specialist's primary responsibilities include all forms of educational development including administrative training programs, Continuing Medical Education (CME), learning organization affiliations, computer training, employee education and career development, with an integral role in facility workforce development and succession planning. Major duties and responsibilities include but not limited to:
  • Overseeing the daily operation of the unit, ensuring that agency policies and priorities are being followed; developing performance standards; and evaluating work performance of subordinates
  • Providing advice, counsel, and instruction to employees on both work and administrative matters
  • Hearing and resolving minor complaints from employees and referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager
  • Interviewing candidates for positions in the unit; recommending appointments, promotions, and reassignments to unit positions; and identifying and providing for training needs
  • Providing technical and administrative supervision to a unit of Learning & Education Resources professionals and administrative support staff
  • Planning, budgeting, direction, control, coordination, operation, evaluation, and staffing of the Designated Learning Officer (DLO) Office activities
  • Providing leadership and direction in aligning the spectrum of programs across the educational continuum and employee lifecycle
  • Responsible for Employee Education and Development, responsible to provide overall assistance in the
  • performance of other education management duties
  • Serving as the Chair of the Employee Education Committee, overseeing the Travel and Training Subcommittee
  • Developing and maintaining a system for tracking educational activities, attendance, and participant satisfaction
  • Responsible for the overall management and evaluation of employee education and developmental activities at WCHCS
  • Serving as a consultant and contributor to the implementation of clinical and allied health staff education
  • Overseeing the Field Accreditation Service program to ensure the facility develops and implements CME/CEU training content to benefit WCHCS' clinical staff
  • Coordinating services regarding outside sponsored educational program and developing activities and online training services conducted at the healthcare system
  • Responsible for the preparation of, review of, and monitoring of VA WCHCS training budget; the preparation and development of a tracking and monitoring system; and the preparation of, review of, and monitoring of WCHCS travel budget related to educational activities
  • Overseeing and reviewing all of the requests for training and travel for completeness and timeframes
  • Using judgment in researching, choosing, interpreting, modifying, and applying available guidelines for adaptation to specific problems, issues or solutions with contracting office
  • Leading evaluations of the output of information system components with regards to the workforce and staff education processes and ensuring that resource allocation objectives are being met and to assess effectiveness from a systems standpoint
  • Serving as a trainer for key initiatives that support employee growth, specifically in the areas of workforce succession and development
  • Serving as the liaison to VISN 19 for all education and education related activities, serving on VISN committees as required and directing system staff and resources
  • Serving as the liaison to Western States Network Consortium (WSNC) for all education and education related activities, serving on WSNC committees as required and directing system staff and resources
  • Performing other related duties as assigned

Minimum Requirement: In addition to meeting the basic requirements one of the following minimum requirement criteria must be met to be qualified for this position.* Specialized Experience (GS-12): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-11) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: managing education and training programs for clinical and/or non-clinical staff; assessing efficiency and effectiveness of education and training programs; making recommendations related to workforce education, training and development programs; utilizing various computer applications and software programs; and exercising effective communication skills as a trainer or educator.
