Savan is Hiring a Director of Proposal Management Near Vienna, VA

Savan is seeking a full-time, experienced, communicative, and motivated Director of Proposal Operations to join our team with the potential to lead the proposal team as we grow and add to the team. The Director of Proposal Management will own the full lifecycle of the proposal development process and ensure that requests for information, quotes, and proposals follow established processes. The role will also be required, depending on the opportunity, to write, manage, and/or facilitate responses to federal government proposals, which range from short-turn task order responses to complex points-based procurements for large contract vehicles. A successful candidate for this role will have GovCon experience working closely with a capture team, executive leadership, and technical SMEs to coordinate multiple inputs for proposal content, and seamlessly navigate the handoff from the capture team to themselves as the Proposal Manager for an RFP or RFQ. The candidate selected for this role will have a positive, initiative-taking attitude, and be comfortable operating in a small, fast-paced business environment. The role will require daily prioritization of tasks and is a highly visible role working closely with the leadership team, program managers, and other operational staff. Role Responsibilities Proposal Leadership: Own the proposal lifecycle; set direction and manage future Proposal Team operations
  • Set the standard for proposal development excellence, displaying a proven, sustained ability to create a high level of impact across all proposal activities. Model and provide guidance on industry best practice proposal development and writing processes in order to drive awareness and adoption across the organization and contribute to innovating new company-wide approaches.
  • Leverage all available resources, including industry knowledge, templates, and past experiences to establish, execute, and enforce functional Proposal Team strategy, operational direction, and standardized processes, contributing to the continuous improvement of streamlined and efficient proposal development.
  • Facilitate proposal win strategy and technical solution development. Ability to lead end-to-end management of proposal delivery, including running solutioning sessions, creating workplans and orchestrating key personnel as they write proposals, reviewing proposals, running a process that delivers proposals on time, conducting final compliance and quality review.
  • Assist in bid and no-bid decisions, leveraging industry knowledge and proposal expertise to inform strategic choices. Quickly assess requirements, identify potential challenges, and break down complex information into manageable components.
Proposal Preparation: Facilitate pre-solicitation activities with Savans SMEs, leadership, and partners
  • Support the development and execution of comprehensive business capture strategy to identify, pursue, and win new business through the ability to orchestrate key personnel, company leadership, and subject matter experts with emphasis on win strategies, themes, value propositions, teaming, etc.
  • Lead solution development sessions working with key personnel, company leadership, teaming partners, and subject matter experts to support an initial technical solution and evolving it to refine the final technical solution
  • Collaborate with Capture team as they develop opportunity intelligence, define proposal themes, gather and integrate content from partners, and establish coherent bid strategies, integrating the final bid strategy in the proposal.
  • Develop and maintain electronic content library for proposal materials, past performance writeups and templates, and graphics and ensure the information is organized and current, developing an appropriate metadata tagging taxonomy to help content contributors find relevant content efficiently.
  • Participate in other business development requirements such as opportunity tracking, pipeline management, and staff training on proposal methodology.
Proposal Development: Lead development of proposal content
  • Write or initiate development of content for proposals (such as technical approach, staffing plan, past performance, resumes, etc.) and other promotional materials or client deliverables.
  • Create other proposal elements (i.e., graphics, charts, tables, appendices) in support of proposal development.
  • Lead post-color team review document recovery to enhance text received from other members of the proposal development team such as SMEs and partners.
  • Write, edit, or re-write portions of technical documents to improve flow, organization, and content.
Proposal Management: Own proposal format, compliance, quality, and submission
  • Follow and manage a tailored Shipley process for proposal color team reviews and coordinate with decentralized staff to solicit feedback and proposal content.
  • Develop pre-proposal tools and documentation including compliance matrices, proposal outlines, and story boards; assign pre-proposal activities and reviews to employees and partners.
  • Coordinate and communicate clear requirements to the Graphic Designer for compelling graphics for proposals to include technical solutions, technical and management approaches, and defined company methodologies.
  • Ensure proposal outline/formatting complies with RFP requirements and coordinate production activities for hardcopy and softcopy submissions, if required.
  • Lead post-proposal activities, including input for lessons learned, documentation tracking, metadata tagging, and contributing to next steps.
Requirements and Qualifications
  • Bachelors degree in English, Journalism, Communications, Business/Marketing, or related coursework preferred.
  • 5 years of proposal writing or a combination of proposal and technical writing experience in the GovCon market.
  • 3 years of proposal management experience in the GovCon market
  • Excellent writing, organizational, and communication skills
  • Ability to lead multiple efforts simultaneously and confidently manage against overlapping timelines.
  • Demonstrated knowledge of commonly used concepts, practices, and procedures within the field of technical writing and Federal consulting, as well as the full RFP life cycle and federal procurement regulations (FAR/DFARS)
  • Implementation of Shipleys proposal methodology including color teams
  • Understanding of GSA schedules and Federal procurement
  • Expertise in the use of Microsoft Word is required, including the use of styles, formatting, and professional presentation of written material; a variety of writing styles: technical, creative, and marketing.
  • Agile in all MS Office Suite products
  • Ability to oversee sensitive material and maintain confidentiality concerning the department, company directives, and business development efforts.
  • Ability to work with subject matter experts to understand and develop complex technical and management approaches.
  • Excellent people skills with the ability to influence and work with and across teams of varying levels of authority, expertise, and diverse skills.
  • Disciplined and efficient without compromising quality.
  • Ability to work under pressure of deadlines and potentially long hours and weekends, if required
Preferred Qualifications
  • Technical writing experience in the public sector
  • Experience writing large, competitive proposals for IDIQ contracts and GWACS, including points-based procurements (e.g., CIO SP4)
  • Experience working with CMMI and ISO processes and audit protocols.
