BuildSubmarines.com is Hiring a Plant Engineer 1 - Electrical Engineer Near Richland, WA

The Plant Engineering organization provides engineering oversight, program support, and qualified staff to support the Hanford Tank Waste Treatment and Immobilization Plant (WTP) mission. Near term support is provided by the Waste Treatment Completion Company (WTCC). The mission includes safely storing, treating, and immobilizing the highly hazardous radiological wastes created during prior periods of nuclear processing at the Hanford Reservation. The Plant Engineering organization and programs provide the framework for executing engineering work. Plant Engineering personnel are responsible for the technical adequacy of Plant Engineering products and decisions.

Within the Plant Engineering organization, Electrical Engineering support is needed for the electrical systems, programmable protections systems, as well as the instrumentation located throughout the various facilities. These systems include the following:
Medium voltage systems (13.8 kilovolt / 4.16 kilovolt)
Low voltage systems (480 volt / 208 volt / 120 volt)
Programmable protection systems which are comprised of a number of separate distributed programmable electronic systems
Instrumentation associated with other systems throughout the plant including position, temperature, pressure, level, density, and flowrate

The following are typical activities for the Electrical Engineers within Plant Engineering:
Ensuring operational readiness of the assigned system and components
Developing and maintaining consistency among design requirements, documentation, and physical configuration for the systems; and to integrate the elements of system requirements and performance criteria, system assessments, change control, work control, and documentation control
Ensuring key design documents, including system descriptions/system design description and facility descriptions/facility design description are identified, developed, and maintained to support facility safety basis development and safe operation
Conducting system assessments that include periodic reviews of system operability, reliability, and material condition
Verifying systems are tested after maintenance or modification to ensure continued capability to fulfill system requirements and to meet functional acceptance criteria
Providing support for facility operations and maintenance staff

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS
Implement Plant Engineering program elements as assigned
Develop, review, concur with and/or assess engineering technical documents
Develop, review, concur with and/or assess management control procedures, technical procedures, or guides
Assess facilities, systems, and/or processes anomalies or degraded conditions
Resolve condition report issues or other similar discrepancies as assigned
Develop or request support to develop engineering products for system or equipment repair or replacement
Provide on-site technical support during preventative or corrective maintenance activities or commissioning
Assist assigned engineers in determining operability and correcting out-of-specification conditions
Perform system engineering functions associated with low voltage and medium voltage power systems
Perform arc flash calculations and studies
Ensure the health and safety of self and staff by implementing the principles of the Integrated Safety Management System (ISMS)
Ensure that personal conduct of work is consistent with nuclear safety and quality culture expectations
Meet training requirements and maintain qualifications to perform work
Support control of field work in assigned areas, including integration of project activities, repairs, and equipment operations activities
Support operations, maintenance, and commissioning of the WTP Facilities
Remain apprised of operational status and ongoing modification activities
Provide technical review of facility/system related procedures and work instructions
Assist with resolution of design issues necessary to support plant operations and/or maintenance
Review Project design and other documents for operations, maintenance, and testing impacts and providing alternative solutions
Interface with subcontractors, vendors, and project support groups
Ensures timely and accurate oral and written technical reports on assigned activities
Complete required training and maintain qualifications associated with assignments
Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work to protect self, others, and the environment

REQUIREMENTS/SPECIFICATIONS

Education:
Bachelor of Science degree in Electrical Engineering from a four-year accredited college or university.

Experience:
Minimum of two years of professional experience
Candidate must have excellent written and verbal communication skills
Candidate must be proficient in Microsoft application suite (e.g., Word, Excel, Access, Visio, PowerPoint, etc.)

Preferred Experience:
Experience in processing facilities, DOE facilities, or DOD facilities
Experience with national consensus codes and standards
Experience implementing NFPA 70E requirements into project procedures and performing field walk downs for NFPA 70E compliance
Experience implementing NFPA 70B requirements into maintenance work procedures
Experience implementing Integrated Safety Management (ISM) work processes
Experience maintaining configuration control of technical documents to project/site procedures and federal compliance
Experience with medium voltage power
Experience with low voltage power
Experience performing arc flash calculations and studies
Experience with generating Energized Hazardous Risk Assessment (EHRA) / LockOut-TagOut requirements for Electrical equipment
Experience in inspecting/troubleshooting/generating preventative & corrective work packages to support Plant Management
Familiar with NFPA70E / NEC / IEEE standards pertaining to Electrical equipment
Familiar with Computerized Maintenance Management System (CMMS) and Smart Plant Operation (SPO)

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual- Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $76,393.70 - $114,972.97 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
