Location : Remote
Salary : $90-140k
Sabot Consulting is currently seeking a Business Analyst that will work with various organizations to gain understanding of DHCS' current program, technical, and data landscapes to accurately perform gap analysis, data and business requirement gathering, creation of appropriate documentation and deliverables (i.e., Data Exchange Plans and Data Quality Rules), and to ensure technical systems align with Data Management best practices.
Responsibilities:
  • Develop required documentation and processes to transition knowledge and duties to State staff as permanent positions are identified.
  • Collaborate with stakeholders to understand business objectives and elicit requirements.
  • Conduct thorough analysis of business processes, systems, and data to identify opportunities for improvement.
  • Develop clear and concise documentation, including business requirements, process flows, and functional specifications.
  • Work closely with cross-functional teams to ensure alignment and successful implementation of solutions.
  • Utilize data analysis techniques to provide valuable insights and support decision-making.
  • Assist in the testing and validation of new systems or enhancements to existing systems.
  • Continuously monitor and evaluate the performance of implemented solutions, making recommendations for further improvements as necessary.
Must Have:
  • Five (5) years of full-time equivalent (FTE) experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.
  • Possession of a Bachelor's degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • Possession of a professional business analysis accreditation/certification, such as International Institute of Business Analysis (IIBA), Certified Business Analysis Professional (CBAP), or Project Management Institute Professional in Business Analysis (PMI-PBA) certification, current and in good standing.
  • Three (3) continuous years of FTE experience within the last five (5) years utilizing an industry-recognized business analysis framework, such as the Business Analysis Body of Knowledge (BABOK) or PMI Guide to Business Analysis.
  • Five (5) years of FTE experience within the last ten (10) years performing lead business analysis functions for large-scale (multi-million dollar) projects.
  • Three (3) consecutive years of FTE experience within the last five (5) years of experience working in a business analyst role on a complex, technical project. A complex, technical project consists of traceable requirements' elicitation (data, technical, and business), gap analysis and stakeholder engagement.
  • Two (2) consecutive years of FTE experience within the last five (5) years in a lead business analysis role in large-scale (multi-million dollar) systems implementation or business enhancement projects.
  • Two (2) consecutive years of FTE experience within the last five (5) years working with diverse, cross-functional, and multi-sourced stakeholder groups to ensure common understanding and communication.
  • 2 key staff references
Nice to have:
  • FTE experience working with advanced data structures such as Fast Healthcare Interoperability Resources (FHIR), National Information Exchange Model (NIEM), or X12 EDI Transactions (837, 835).
  • FTE experience in drafting data management materials such as Data Flow Diagrams, Data Models, Data Quality
  • FTE experience with the national Medicaid program, particularly the functions and operations of State Medicaid Agencies.
  • FTE experience with State of California programs and organizations, or other similar government experience.
