Position Summary:

The Director of Transportation, Fleet Management and Delivery Services will provide safe and innovative transportation solutions that serve and support the objectives of the University primarily by being responsible for oversight of a bus shuttle fleet of 20 vehicles. The Director of Transportation, Fleet Management and Delivery Services will be responsible for working with the Rice Community and student leadership to establish transportation-based programming to support Rice’s Culture of Care. The Director of Transportation, Fleet Management and Delivery Services will play an important role in the establishment and implementation of two new programs – fleet management (golf carts and University owned vehicles) including Motor Vehicle Records and the procurement and operation of clean energy buses. The supervision of the Rice Transportation program will include but not limited to managing the design, operation, planning, service development, marketing and vehicle maintenance of the University shuttle system. 

The Director of Transportation, Fleet Management and Delivery Services will be responsible for all mail and related delivery services to the campus community. The Director of Transportation, Fleet Management and Delivery Services will be responsible for recruiting, hiring and supervision of the department personnel supporting the mission, goals, and objectives of Rice University. The Director of Transportation, Fleet Management and Delivery Services plays an important role on the Campus Services team and is considered an essential employee during campus emergencies. This position will interact on a consistent basis with all constituents of the University, including faculty, staff, students, visitors, committees, and external partners. The Director of Transportation, Fleet Management and Delivery Services will initiate new and maintain existing programs to inform and encourage University faculty and staff to use correct and cost-effective procedures in designing, preparing, and processing mail for all purposes – This includes US Postal Service regulations, private courier services, and other shipping and related services. The Director of Transportation, Fleet Management and Delivery Services will report to the Director of Administrative Services. 

Minimum Qualifications:

  • Bachelor's Degree
  • Five (5) years of work experience with electric buses operation and/or fleet management.
  • Must possess and maintain a Texas Class A or B Commercial Driver’s License with passenger, school and airbrakes endorsement, with no more than three (3) moving violations or at fault accidents in the past three years and no convictions or deferred dispositions for Driving Under the Influence (DUI) or Driving While Intoxicated (DWI) within the past 10 years.

Preferred Qualifications:

  • Master’s Degree
  • Eight (8) years of transportation management experience 
  • University experience is desired. 

Skills:

  • Advanced knowledge of transit operations and fleet management including strategies in planning fleet repairs and preventive maintenance schedules
  • Demonstrated ability to lead an organization and manage personnel. 
  • Effective communications and marketing skills, including strategy, planning, market research, public relations, and survey research. 
  • Must be proficient in the use of a PC, Microsoft Word and Excel, and database programs.
  • Excellent customer service skills.
  • Ability to impact and influence others.
  • Ability to manage projects and meet deadlines.

Essential Functions:

  • Plans, organizes, manages, and implements staff priorities to ensure that the work is accomplished in a timely manner and consistent with the University policy and Campus Services customer service standards.
  • Provide training and development opportunities for employees.
  • Develop and implement the Ambassador Program for shuttle drivers.
  • Directs activities related to dispatching, vehicle maintenance, marketing, and routing design of the University shuttle system.
  • Responsible for administration and marketing for transportation programming above and beyond the normal shuttle operation. 
  • Implements and communicates schedule and policy changes for transportation services.
  • Responsible for management of current bus tracking system for the shuttle system.
  • Must be fiscally responsible, adhere to a budget and report unexpected expenses in a timely manner. The Director of Transportation, Fleet Management and Delivery Services
  • Ensures that Texas state law, Rice University policy and applicable safety rules and traffic regulations are followed to ensure vehicles are operated in a safe and courteous manner.
  • Develops annual operating budget and makes recommendations for maintenance and capital improvement.
  • Prepares management recommendations, such as proposed charter fee and schedule changes.
  • Provides data-based analysis to verify and resolve customer feedback.
  • Performs all other duties as assigned.
