Virginia Department of Transportation is Hiring a Family Services Specialist II - Child Care/VIEW (Campbell) Near Campbell, CA

Working Title Family Services Specialist II - Child Care/VIEW (Campbell) Role Title Local-Classified Location Campbell - 031 Job Description This is an essential position. You may be required to work during business closures in order to meet program and operational requirements. This position will conduct employment counseling to interview/ assess customers employability and or child care needs; assign customers to appropriate program; monitor customers job search activities; development service/ employment plan that will lead to customer self-sufficiency; communicate orally to customer and other professionals; inform customers of other available services; complete necessary planning and reporting requirements to comply with VIEW /SNAP E&T Annual Plan and program guidance; plan, organize, and coordinate work to ensure program activities are implemented/ maintained; facilitate/coordinate Job Readiness class as requested; recruit non-profit agencies for participation as a Public Service Program (PSP ) site and employers for participation in the Community Work Experience Program (CWEP ); explain responsibilities and expectations of VIEW , SNAP E&T and Child Care programs; assist in managing child care program including Intake; interpret laws, policies and regulations to ensure duties are performed in compliance with federal, State, local and agency standards, guidelines, regulations, policies and laws; document case records of customer contact/activity and enter data accurately and timely in Virginia Case Management System (VaCMS); prepares reports for local and state administration; serve as a Virginia Enhancement Assessment Tool (VEMAT ) Rater in accordance with guidance and training; serve as a Family Partnership Meeting (FPM ) Facilitator in accordance with guidance and training. Participate in Emergency Shelter training and exercises, staff emergency shelter during disaster periods. This position requires being a professional with a positive attitude as well as being a team player with an ongoing working relationship within the agency and the community. Minimum Qualifications **Working knowledge of**: principles and practices of assigned human services programs; local service agencies and organizations and departmental programs and activities; program management and development; laws, regulations, policies, and standards related to the program; program terminology, principles, and methods utilizes in the program; and human behavior; individual differences, personalities and interests/ motivations; group behavior and dynamics, knowledge of employment counseling; job development/ placement; social and economic issues.

**Skill in**: operating a computer to enter, retrieve or modify data; and the use of spreadsheet, database, desktop publishing, e-mail, Internet, or other computer programs; skill in operating a motor vehicle; in developing and implementing realistic service plans in order to ensure delivery of appropriate services.

**Demonstrated ability to**: communicate effectively both orally and in writing with customer and staff; gather and interpret data, assess customer needs; plan, coordinate and evaluate program activities; maintain effective working relationships with customer, staff, agencies, and community partners; identify needs and assess services in problem solving; interpret and apply regulations and procedures; facilitate classes for VIEW participants to enhance employability and self-sufficiency; speak publically to promote the VIEW program to community partners to establish Public Service Program (PSP ) and Community Work Experience Program (CWEP ) sites; interact professionally with a diverse group of people; produce meaningful, clear, and concise documents with the proper grammar and usage; read understand and interpret program/technical reports and related materials. Ability to effectively listen, understand and communicate information/ ideas to plan and organize to ensure program activities are implemented/ maintained; make and implement case decisions, make sound judgment within framework of existing guidance; respond to the customers emotions in order to accomplish service objectives; plan and manage own work activities including service delivery; establish and maintain effective working relationships; assess familys strengths and needs in all areas; to objectively plan and reason; ability to interpret laws, policies and regulations to ensure duties are performed in compliance with federal, state, local and agency guidelines, standards, regulations, policies, and laws; Demonstrated ability to work well with others and maintain a positive and professional attitude. Willing to work outside normal business hours.

Minimum of a BA degree in the Human Services field or possess a minimum of a BA degree in any field with at least 2 years of appropriate and related experience in Human Services. Preferred Qualifications Bachelors degree in a Human Services field OR a minimum Bachelors degree in any field with a minimum of two (2) years appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administration Code of Virginia). Special Requirements Applicants may be subject to a Criminal History Background search, Central Registry search, DMV /driving record check, and/or pre-employment drug screen.

The investigation may include: fingerprint checks (State Police, FBI ), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.

This position is covered under Code of Virginia 63.2-1601.1 or 63.2-1720 requiring the finalist candidate to submit to fingerprinting and provide personal descriptive information for a criminal history record check through the Central Criminal Records Exchange and a search of the Central Registry.

All offers of employment are contingent upon satisfactory results of the required checks and screenings.
