Raye IT is looking for a dynamic and energetic individual with solid technology and financial management background to join us as a Technology Business Management Analyst to support a government customer in the Washington DC area. In this position, you have the critical role of providing your finance expertise and analytical capabilities. You advise our client on continuous improvements to the TBM framework and metrics through the infusion of industry best practices as well as partner with program executives, service and application owners, and business leaders to develop and refine the Agency TBM roadmap. The TBM Analyst will be responsible for data management and analytics for an Enterprise Technology Business Management Implementation.
Serving as a TBM champion, you identify targets for change management and implement training and user adoption programs. Using your excellent management skills, you lead the implementation of the TBM framework by developing data quality improvement plans based on material impact and complexity of change.
Responsibilities:
  • Mapping IT budget and expenditure data sets to appropriate cost pools and IT towers.
  • Learn and understand client budget data set relationships for accurate TBM mapping.
  • Maintain and update the client's TBM mapping structure as necessary.
  • Perform analysis on client budget and expenditure data sets to provide recommendations for TBM implementation advancement.
  • Utilization of MS Excel to analyze structure and manage data sets.
  • Analyze client budget, expenditure, and IT investment data sets to provide executive-level assessments and presentations on TBM effectiveness for use as a strategic tool for IT governance and decision making on cost-to-value of IT spend and assessing overall IT resource capacity.
  • Ad hoc analysis/assessment/reporting requests, provide/draft communication plans and specific messages for stakeholders around data calls, action requests, guidance, and overall coordination/collaboration.
  • Develop standard TBM IT cost transparency reports based on client needs and establish monthly operational processes.
  • Provide financial expertise and analytical capabilities.
Qualifications:
  • Bachelor's degree in finance, Accounting, Business or related discipline, or equivalent work experience.
  • 2 – 5 years of experience with Finance and Budgeting.
  • Familiarity with Technology Business Management (TBM) framework.
  • Familiarity with government CPIC policies, practice and processes.
  • Preferred - Certified Technology Business Management Executive (CTBME).
  • Preferred - Experience in implementation or management of Technology Business Management in the private or public sector.
  • Excellent leadership abilities with the ability to develop and execute upon a clear vision, strategy, and/or goals.
  • Ability to work in a fast-paced environment while maintaining attention to detail, quality, and professionalism.
  • Expert level proficiency in MS Excel
  • Familiarity with MS SharePoint
Desired/highly preferred:
  • Knowledge of Federal Government financial management
  • Interest or knowledge in Agile development methodologies
  • Knowledge and proficiency of PowerBI and other TBM tools
