POSITION : Technical Director, Climate and National Security

POSITION SUMMARY
The Technical Director, Climate and National Security is a member of the monitoring, evaluation, and learning team and will primarily support research requirements for the federal clients in the areas of U.S. security assistance and security cooperation; climate security and climate mitigation; and foreign military capacity building programs. S/he will provide day-to-day guidance, leadership, and support to junior researchers. The incumbent will also provide guidance on growth strategies and opportunities to strengthen Q2I’s Climate and National security capabilities and help develop new business in the national security sector.

PRIMARY RESPONSIBILITIES

1. Research Deliverables: Incumbents primary duties will be to support the following deliverables for a federal client:

  • Report on research and analysis of the potential influence of changing climate on military missions, considering factors such as extreme weather events, rising sea levels, environmental change, population movement, resource scarcity, climate-related conflict, and other geopolitical implications of climate change.
  • Report detailing vulnerabilities and risks faced by military forces due to climate change and their impact on mission planning, logistics, and operational readiness.
  • Report analyzing the implementation of existing security assistance resources to address climate security and recommendations on how to expand their effective utilization to address climate-related challenges, including policy adjustments and capacity-building programs.
  • Report assessing the capabilities and technologies offered by U.S. defense and commercial industries for foreign partners' adaptation efforts, focusing on areas such as sustainable infrastructure, renewable energy solutions, disaster response, and environmental monitoring in support of foreign military forces.
  • Report making recommendations and/or strategies for integrating climate security considerations into security assistance/security cooperation planning, optimizing resource allocation, and leveraging industry capabilities to support foreign partners in adapting to changing climate conditions.
  • Implement robust project management methodologies to track timelines, milestones, and deliverables associated with proposal submissions.

2. Climate and National Security Growth:

  • Support each stage of the business development lifecycle to grow new work in the areas of capacity building and research for national security clients.
  • Work with potential clients and partners to translate client challenges into Q2I business growth opportunities. Facilitates partner meetings and strategy discussions during the capture and proposal process. Responsible for drafting, sending, and garnishing approvals for partner teaming agreements, ensuring TAs are returned countersigned, and storing each TA on the shared drive; Responsible for compiling and sending subcontractor requests for technical inputs, tracking, storing, and disseminating partner inputs received.
  • Conduct regular reviews and incorporate feedback to enhance the quality and competitiveness of growth opportunities.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Bachelor degree in social sciences
  • Minimum of 5 years’ experience in designing or conducting research and analytic programs in support of policy decision-making.
  • Proven experience in proposal management and business development within the national security industry.
  • Excellent written and verbal communication skills.
  • Experience conveying research and analysis for senior U.S. government leadership.
  • Experience working on U.S. security assistance and security cooperation in support of foreign partners; foreign military responsibilities, roles and responsibilities; climate security and climate mitigation; and the U.S. defense and climate industrial base are preferred.
  • Candidate(s) must possess a secret-level security clearance for this position.

REPORTING REQUIREMENTS

  • This position reports to the Director of Monitoring, Evaluation, and Learning.
