Location: NIH/ Bethesda, MD

Contract: Contractor/ NIH BPA

Period of Performance: Full-time position- 1-year base contract / plus four (4) year option= 5-year contract.

Start Date: 08/29/2024

Salary: TBD compensation

Clearance Requirement: Tier II Public Trust Background Investigation is required and also must be able to pass a NACI background check.

Preference: This person requires a college degree and at least five (5) years of relevant experience or a high school diploma and ten (10) years of relevant experience. Relevant experience required for this position involves program management performing tasks such as staffing, budgeting, scheduling, and client interaction. Experience in a Federal agency is preferred.

Additional: TBD, if the position is hybrid/ on-site, may be possible

Job Description NIH BPA/ Program Manager:

Qualifications:

This person requires a college degree and at least five (5) years of relevant experience or a high school diploma and ten (10) years of relevant experience. Relevant experience required for this position involves program management performing tasks such as staffing, budgeting, scheduling, and client interaction.

Experience in a Federal agency is preferred. English-speaking, skilled personnel.

The PM shall be available for assignment to this contract on the effective date of the first Task order award and remain in their respective positions for a minimum of twelve months.

Job Description:

  • The Program Manager will be responsible for the overall performance objectives, contract deliverables,

quality control (QC), and the placement of qualified personnel on this contract.

  • The PM will serve as the Contractor’s authorized point of contact with NIH and shall ensure contract compliance and satisfactory performance.

  • This contract is intended to cover a broad range of Human Resource services including but not limited to

Position Management & Classification, Staffing Recruitment, Employee Benefits/Retirement, Employee

Labor Relations, Personnel Action Processing and Records Data/Management, Workforce Planning, HR

Management & Consulting support, HR Admin support, Business Process Mapping, Compensation &

Policy, and HR Information Systems (HRIS).

  • Task Orders with specific requirements will be issued against these BPA contracts. This is a Blanket Purchase Agreement (BPA) contract offering Firm Fixed Price (FFP) type task orders.

  • These contracts will be used primarily by the Office of Human Resources (only) in support of NIH.

  • The Office of Human Resources the priority is to provide expert workforce management support to

implement the following NIH Strategic Human Capital Management Plan goals:

• Align human capital management policies, programs, processes, and systems to support

accomplishment of the NIH mission.

• Recruit, hire, develop, and retain a diverse workforce with the competencies necessary to accomplish

the Agency mission.

• Ensure NIH has leadership with the technical and managerial knowledge and skills needed to

accomplish its strategic goals and priorities.

• Create a responsive, high-performance culture.

• Promote knowledge-sharing, continuous learning and improvement.
