Responsible for picking up, distributing and processing mail for multiple county offices and general clerical duties. Assists with office operations as needed and time allows. Provides information; interacts with department heads, elected officials, employees, and public in a professional and cordial manner daily.
Essential Duties and Responsibilities
include the following. Other duties may be assigned.
  • Observes confidentiality of all human resource and postal information.
  • Develop, coordinate, and maintain contact with all county personnel, USPS and the community at large.
  • Assist department head with budget including creating purchase orders.
  • Help departments with basic questions on postage software and processing.
  • Be familiar with County Policies plus related Court Orders and other official information of the County, observing and enforcing said policies without exception. Furthermore, whenever clarification is needed is knowledgeable about who to get that clarification from.
  • Assures workplace equipment is functional and properly maintained.
  • Assists in training Midland County employees with regards to the postage machine and mail processing.
  • Operates County vehicle in performance of duties, mainly driving to U.S. Post Office and other County departments and facilities within the County.
  • Maintains and purchases all postage supplies.
  • Serves as liaison for County with local U.S. Post Office
  • Weighs, sorts and posts all County and bulk mail consistent with U. S Postal regulations.
  • Pick-up, deliver, distributes, processes and routes all incoming and outgoing interoffice and other County mail.
  • Tracks postage expenditures by department.
  • Pick up, distribute and process mail Countywide.
  • File records.
  • Make copies.
  • Prepare basic spreadsheets.
  • Responsible for maintaining mail related records.
  • Perform general office duties to include answering the telephone and assisting with general clerical duties.
  • Regular and timely attendance is required.
Qualifications, Education, and/or experience
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum of a high school diploma or its equivalent required. Two years of knowledge of general office practices and procedures preferred. County government organization and services experience desirable.
Must be able to obtain and keep Notary Public certification and be insurable by agency insurance carrier. Must have valid Texas driver's license, provide proof of insurance, and have adequate transportation.
Knowledge, Skills and/or ability
Principles, methods, and practices of basic office skills. Knowledge of County and departmental organizational structure, policies, procedures, rules, and regulations preferred.
Communicate ideas and instructions clearly and concisely. Coordinate with other staff, departments, and officials. Use basic administrative problem-solving techniques. Use computers in a local area network environment. Ten-key and data entry skills required. Must be able to read and understand the Midland County personnel policies. Ability to maintain records, use word processing programs and spreadsheet functions, read and understand instructions, analyze and interpret data, spell and use correct grammar, prioritize and schedule work to meet deadlines, communicate effectively verbally and in writing, work independently in the absence of specific instructions.
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, write or feel; reach with hands and arms; bend, crouch, and kneel; and talk and hear. The employee is frequently required to stand and walk. A large percentage of the duties require standing and/or walking. The employee must frequently lift and/or move objects weighing up to 50 pounds such as, stacks of records, or other similar objects. Specific vision abilities required by this job include close vision, and ability to adjust focus. While performing the duties of this job, the employee is exposed to moving mechanical parts and vehicles. The noise level in the work environment is usually moderate.
HEALTH / DENTAL INSURANCE- Regular full-time employees are provided general medical, hospitalization, and dental insurance coverage. This is free to the employee if they take a yearly HRA and have negative Cotinine test yearly. Employees may obtain coverage under the group plan for family members at their own expense. Employees become eligible for this coverage on the 91st day of employment. Prices for other insurance are listed

LONG TERM DISABILITY- Regular full-time employees working over 30 hours per week are eligible for long-term disability benefits. This benefit becomes effective on the 1st day of the month following six months of continuous employment with the county

CAFETERIA PLAN - All regular full-time employees are eligible to enroll in the supplemental insurance portion of the county cafeteria plan on the 91st day of employment, or annually during an enrollment period for the following plan year of January 1 through December 31. They will not be eligible for enrollment in the Flexible Spending Accounts for medical reimbursement and/or dependent care until the first annual enrollment for the plan year beginning after 1 full year of employment.

DEFERRED COMPENSATION PLANS - Midland County offers five deferred compensation plans. Enrollment in one of these plans can be done at any time after the 91st day of employment.

RETIREMENT PLAN - The county is a member of the Texas County & District Retirement System (TCDRS). Regular employees are required to become members of TCDRS and are eligible for this benefit immediately upon employment. Employees automatically deposit 7% of their salary. Temporary employees are not eligible to become members of TCDRS. The county matches employee deposits by 200% and interest at retirement. An employee is vested after 8 years of service. An employee may retire with full benefits after 8 years of service and attainment of age 60, or after 30 years of service, or at the time the employee qualifies under the "Rule of 75". The "Rule of 75" is defined as when the employee's age combined with years of service (rounded down to whole years) equal to 75 or more.

DEATH BENEFIT PLANS - There are two (2) types of death benefit plans provided by Midland County to all employees who participate in the Texas County and District Retirement System.
  1. SUPPLEMENTAL DEATH BENEFITS FUND-If an employee dies, his or her beneficiary will receive a lump sum payment equal to one year's compensation, based on the employee's most recent regular rate of pay for the employee's regular position.
  2. SURVIVOR ANNUITY DEATH BENEFIT -To be eligible for this death benefit, the employee must be a participant in T.C.D.R.S. and must have completed at least four (4) years of service with Midland County
SOCIAL SECURITY - All employees of the county are covered by social security. The county also contributes to the social security system on behalf of each employee.

WORKERS' COMPENSATION - All employees of the county are covered by the workers' compensation insurance program, and the county pays the premium. This coverage provides medical and salary continuation payments to employees who receive bona fide, on-the-job, work-related injuries.

LEAVE TIME - Regular full-time county employees are eligible for holidays, vacation leave, sick leave, and other types of released time under certain circumstances.
FREE WELLNESS CLINIC- for anyone over the age 3 covered by Midland County's insurance.
EMPLOYEE ASSISTANCE PROGRAM
LONGEVITY PAY
  1. YEARLY-Upon completion of one (1) year of service, each employee receives longevity pay. Longevity pay is paid at a rate of sixty dollars ($60.00) per year of service to the county. This longevity pay is pro-rated and paid on a pay period basis.
TELADOC SERVICES-as of 1/1/19 This service gives you access to a medical professional via the internet at no charge to the employee. To use this service you must be covered under the County medical plan and register with Teladoc.
