Position Summary
PMA is seeking a Project Controls Cost Analyst who will perform construction project control functions related to project life cycle forecast, budget, quality assurance, cost variance analysis, contract change orders, invoice compliance/proper coding, and amendments for impact on budget and timetables. You will review the financial section of the Proposed Board Actions for accuracy. You will also provide quality assurance to college functional staff regarding all financial tracking and cost performances for multiple college campuses throughout LA County.
Duties include but are not limited to:
    • Monitor the overall integrity of the project budget and forecast in accordance with approved standard operating procedures.
    • Provide quality assurance to college functional staff regarding all financial tracking and cost performance.
    • Conduct cost variance analysis of reported data to identify trends and mitigate potential budget impacts.
    • Review, analyze, and oversee monthly cost reports and monthly progress reports.
    • Evaluate contract change orders and amendments for impact on budget/timetable.
    • Review the financial section of the proposed board actions for accuracy.
    • Review invoices for compliance and proper coding in accordance with encumbrances.
    • Review task order requests, change orders, and amendments to ensure budget availability, accurate cost coding, and reporting.
    • Interact with leads in various technical disciplines to understand and communicate issues and conflicts that may impact the budget.
    • Ensure implementation of policies, procedures, and plans regarding cost management of capital projects with multiple funding sources.
    • Provide interface support and respond to all College requests for all financial information.
    • Serve as the central receiving point for all financial matters for assigned College(s).
    • Travel to offsite project locations as required.
    • Other job-related duties or projects as assigned.
Position Qualifications
    • 3 to 5 years' professional experience in program and/or project controls on a construction program required.
    • BS/BA Degree in engineering, construction management, business, or related degree. Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year-for-year basis.
    • Experience working through the entire project life cycle required.
    • Knowledge of theories, principles, and practices of cost/schedule management, earned value management, change management, forecasting, and risk assessment required.
    • Ability to present data to management in an organized manner required.
    • Exceptional communication skills required.
    • Ability to adapt to changing requirements and situations required.
    • Ability to work in a fast-paced environment required.
    • Ability to work as part of a team required.
    • Ability to perform in a business environment and maintain professional communications and demeanor required.
    • Experience utilizing Microsoft Office, advanced Excel skills, Proliance, data warehouse management systems, or other systems used by a large capital program, and educational facility experience preferred.
$65,000 - $79,800 a year
The salary range for this position is $65,000 - $79,800.
A hired employee will be placed within this salary range based on a variety of legitimate business reasons, including but not limited to the individual's scope of relevant experience and geographic location.
Additional Requirements
Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.
Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
