Job Summary:

This position provides Subject Matter Expertise and support to the US Army Reserve Command (USARC) CIO/G-6 for Tactical Command and Control Communications and Computers (TAC/C4) Readiness Services. USARC CIO/G-6 has the mission of ensuring Mission Command and Signal Readiness in support of USAR’s Operational Forces. This mission includes full range of support for Mission Command and Signal Readiness, Exercise Planning and Frequency and Spectrum Management. The focus of this effort is on this operational mission that involves close coordination with the USARC G-3/5/7 in order to synchronize unit modernization, training, and mission life cycles with the Army’s Regionally Aligned Readiness and Modernization Model (ReARMM) process.​

Job Responsibilities:

  • Conduct travel (CONUS) up to 50% annually for the purpose of supporting exercise and training events.

  • Participate in the following exercise or training events:

    • MCAT 1 - MCAT coordination Teams meeting conducted prior to a Combat Training Center (CTC) rotation or other Collective Training Exercise Program (CTEP) event to assist units in determining support requirements, coordinate follow-on missions, discuss the Mission Command Systems (MCS) checklists, and discuss readiness challenges.

    • MCAT 2 – conducted to baseline the unit’s mission command networks and systems readiness and training based on guided unit self-assessment MCS Checklists prior to a CTC rotation or CTEP

    • event; with a plan of action developed to address any deficient areas via RAVs IOT prepare the unit for the formal MCAT 3 assessment and/or their next CTC rotation or CTE.

    • MCAT 3 – MCAT-led mission command networks and systems readiness and training assessment executed prior to the unit’s CTC rotation or CTEP event in order to provide a formal assessment of

  • The unit’s training and readiness posture to the unit commander and develop of plan of action to address any deficient areas.

  • Prepare a pre-mission brief outlining planned support and personnel assigned to the mission.

  • Assemble with your team and conduct initial mission planning meeting.

  • Provide over-the-shoulder training on assigned LOE during MCAT mission based on unit needed.

  • Attend planning events, training, and exercises to observe and record unit's Observations, Insights and Lessons Learned (OILs) regarding their communications capabilities and shortfalls.

  • Produce and maintain briefings and other products required to provide a comprehensive understanding/view of MCAT Mission and function as the subject matter expert for everything MCAT.

  • Prepare an After-Action Report (AAR) and post-mission brief for USARC CIO/G-6 Leadership detailing the results of the MCS evaluation and the unit’s way ahead to correct deficiencies; complete AAR and brief no-later- than (NLT) five (5) business days at the conclusion of a MCAT mission.

Minimum Qualifications:

**

  • Must possess an active DoD Secret clearance for consideration.***

  • The MCAT Team as a whole must provide the necessary expertise to cover the specific Lines of Effort (LOE) discussed below, with each member of the team providing the necessary expertise to cover two to three LOEs. Each team member shall possess:

  • A bachelor’s degree in either Information Technology or Business Administration from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education.

  • Ten (10) or more years of G-6/S-6 operations experience.

  • Five (5) or more years of experience in battalion through theater-level tactical and operational network planning and operations.

  • Experience/knowledge of tactical MC Network and Information Systems discussed herein this PWS. Must have a thorough understanding of MCS hardware/ software troubleshooting, testing, and integration.

  • Proficiency in the use of MS Office tools (i.e., Excel, Outlook, Word, PowerPoint, InfoPath, and Visio).

  • Extensive knowledge of G-6/S-6 staff processes and procedures.

  • Experience in analyzing and organizing information using Microsoft Office or other Army tools according to user’s needs.

  • Extensive background in preparing briefings, reports, and other data products to be presented to Commanders and staff.

  • Experience leading a team of employees in research of different practices and procedures to ensure quality and efficiency.

  • Experience of preparing surveys and collecting customer feedback after services were provided.

In addition, the MCAT Team Member shall possess a minimum of 5 years of relevant and recent experience to support at least three (3) or more (preferably) of the listed the following Lines of Effort (LOE) below:

  • G-6/S-6 Staff & Signal Processes, Network Management: Five (5) years’ experience in Staff & Signal Processes to include experience Standing Operating Procedures (SOPs) and Tactics, Techniques and Procedures (TTPs) development, Signal Planning, and observations, insights and lessons (OILs).

  • SNMPc, advance routing, and other NETOPS tools. Other training/courses required include WIN[1]T INC2, Battalion Command Post Node (BnCPN), Network Operations & Security Center (NOSC), Tactical Communications Node (TCN) Operator, Point of Presence (POP), Soldier Network Extension (SNE), and Tactical Relay-Tower (TR-T).

  • Tactical Network Transport (TNT): Five (5) years working knowledge of Warfighter Information Network – Tactical (WIN-T) Increment 1A or 1B. Knowledge shall include the completion of Network , Security , WIN-T INC 1A or 1B operator/maintainer, Joint Network Node (JNN)/Satellite Transportable Terminal (STT) operator/maintainer and Cisco Certified Network Associate (CCNA) training/courses.

  • Integrated Tactical Network Environment (ITNE): Five (5) years of Combat Network Radio (CNR) experience. Experience shall include a working knowledge of Command Post Communications Systems (CPCS), Command Post Platform (CPP), FBCB2/BFT, and tactical radios. In addition, must have completed 117GC4 Signal Readiness Service Support (C4 SRSS) Harris operator/planner/maintainer, ground radio, AN/PRC-117F (c), AN/PRC-117G (v) 1(c), Falcon II AN/PRC-150, Falcon III AN/PRC-152 (c), and AN/PRC 148 Joint Enhance Multi-Band (JEM) Intra Team Radios (MBITR) courses.

  • Spectrum Management (SM): Five (5) years working experience in Spectrum Management (SM) to include the completion of Spectrum XXI, ACES/JACCS, and SPEED, and the Army Spectrum Management courses.

  • Battle Command Common Services (BCCS): Five (5) years of extensive experience working on Battle Command Common Services (BCCS). In addition, completion of the following training: Security , Microsoft Certified

  • Technology Specialist (MCTS) – Windows Server 2008 Active Directory, MCTS – Windows Server 2008/12 Network Infrastructure, MCTS Windows Server 2008/12 Applications Infrastructure, MCTS Win Server 2008/12, MCTS PRO-Win Server 08/12, MCTS Win 7/10 Configuring, and VMware vSphere Installation/Configuration/Management.

  • Battle Command Servers (BCS) and Mission Command Systems Integration: Five (5) years working knowledge of Battle Command Servers (BCS) and Mission Command Systems Integration to include extensive knowledge of Tactical Mission Command (TMC) server suites, Server Management, Active Directory, domain controllers, data Dissemination Service (DDS), TMC Gateway. In addition, must havecompleted training in Battle Staff Integrator Course, and tactical Mission Command Integrator course.

  • CPOF/CPCE): Five (5) years of demonstrated experience operating and maintaining CPOF/CPCE.

  • Helpdesk Operations (Service Desk Operations): Experience/Knowledge of Helpdesk Operations (Service Desk Operations) at the tactical level.

  • SharePoint: Three (3) to five (5) years of experience in SharePoint 2010/2013 to include completion of the following training: SharePoint 2010/2013 Power User, SharePoint 2010/2013 Configuration and Administration, SharePoint Designer 2010/2013 and Microsoft Certified IT Professional (MCITP) Enterprise Administrator.

  • Cybersecurity (IA): Three (3) to five (5) years of Cybersecurity experience with Enterprise Missions Assurance Support Service (eMASS), Assured Compliance Assessment Solution (ACAS), Continuous Monitoring and Risk Scoring (CMRS), Host Based Security Systems (HBSS), Endpoint Security and SIEM Platform (ESSP), and/or Ports / Protocols / Services Management Registry (PPSM), Security Content Automation Protocol (SCAP), Systems Center Configuration Manager (SCCM), Enterprise Security Manager (ESM), Wireless Security, Cyber incident Report, Retina, Flying Squirrel, Data at Rest (DAR) i.e., Bitlocker, Electronic File Sharing (EFS), and Army Training & Certification Tracking System (ATCTS). Certification in one or more of the following is a plus: GIAC Security Essentials Certification (GSEC), Security Certified Network Professional (SCNP), System Security Certified Practitioner (SSCP), Security , Certified Information Systems Auditor (CISA), GIAC Security Expert (GSE), and Security Certified Network Architect (SCNA)

  • Communications Security (COMSEC): Five (5) years of working knowledge of Communications Security (COMSEC) and a graduate of the COMSEC custodian course. In addition, must have a working knowledge of keymat loading and troubleshooting and COMSEC hardware operations (e.g., SKLs, AN/CYZ-10, KG[1]175s, KGV-72s, KG-250s and KIV-7s). In addition, must have Communications Security (COMSEC) Material System (CMS) / Electronic Key Management System (EKMS) experience and completion of the following courses: CAM (formerly Standardized COMSEC Custodian Course (SCCC), Command COMSEC Inspector Certification, and Key Management Infrastructure (KMI).
